Purpose of the Report
The purpose of this report is for the Minister for Planning and Environment to consider the retention of Clos du Menage, Le Vier Mont, St Ouen on the List of Sites of Special Interest.
Background and discussion
A planning application for works to this building was submitted and it became apparent that the building was of potential historic interest. At the time, the building was not on the Historic Buildings Register and subsequently did not enjoy any form of protection. Owing to the potential age and significance of the building, and the potential risk of works not otherwise requiring planning permission being undertaken to the building pending the determination of the planning application, it was resolved to provisionally add the site to the List of Sites of Special Interest on 14 May 2009, under delegated powers.
Notice was duly served on the owner of the building the owner providing opportunity for representations to be received. No formal objection to the proposed designation have been received.
The building and site has been assessed by Jersey Heritage and its report, including the views of the Ministerial Registration and Listing Advisory Group and other expert opinion, is attached at appendix 2, together with the schedule and plan of the site.
Recommendation
On the basis of the above, Jersey Heritage recommend that this building should maintained on the List of Sites of Special Interest on the basis of its architectural, archaeological and historical interest, in accordance with criteria for designation.
Reason(s) for Decision
The retention of Clos du Menage, Le Vier Mont, St Ouen as a Site of Special Interest is in accordance with the criteria for assessment and designation on account of its architectural and historical interest.
Legal and resource implications
Article 52(2)(b) of the Planning and Building (Jersey) Law 2002 enables the Minister to include on the List of Sites of Special Interest, those buildings and places that the Minister is satisfied has public importance by reason of the special archaeological, architectural, artistic, historical, scientific or traditional interest that attaches to the building or place.
