Allocation from Restructuring Provision for Public Sector Reform activity within the Education Department
- Purpose of Report
To enable the Minister for Treasury and Resources to approve a budget transfer of £85,000 in 2016 from the Restructuring Provision to the Education Department for Public Sector Reform activity within the Education Department and to note indicative funding of £105,000 in 2017 and £48,000 in 2018.
- Background
On the 9th December 2015 the Council of Ministers considered a report outlining the funding requirements in 2016 for the Education Department in relation to activity within the Public Sector Reform Programme.
The Council agreed funding as proposed for 2016 and approved “in principle” the requests for funding in 2017 to 2018.
This decision will enable comprehensive activity to be carried out and for the engagement of a full time project manager to lead on this over the next two and half years.
- Recommendation
The Minister, with reference to the Council of Ministers approval of this funding on 9th December 2015 in support of the Public Sector Reform Programme – specifically within the Education Department, is recommended to approve a budget transfer totalling £85,000 in 2016 from the Restructuring Provision to the Education Department and to note indicative funding of £105,000 in 2017 and £48,000 in 2018.
- Reason for Decision
Article 17(2) of the Public Finances (Jersey) Law 2005 states that the Minister for Treasury and Resources is authorised to approve the transfer from contingency expenditure or the insurance fund of amounts not exceeding, in total, the amount available for contingency expenditure in a financial year.
The Contingency Allocation Policy published by the Minister for Treasury and Resources (R.10/2012) states that all requests for Allocation from Contingency will be considered by the Council of Ministers.
The Council of Ministers agreed on 9th December 2015 to funding of £238,000 from the Restructuring Provision for Public Sector Reform activity within the Education Department. Funding of £85,000 was approved for 2016 together with indicative approval for funding of £105,000 in 2017 and £48,000 in 2018.
The Council of Ministers has acknowledged that investment will be needed to ensure Public Sector Reform is successful. Furthermore, funds have been identified and approved in the Medium Term Financial Plan and the Council of Ministers approved these requests at its meeting.
This decision will enable Public Sector Reform activity within the Education Department to be carried out over the next two and half years.
- Resource Implications
The Education Department’s revenue head of expenditure will increase by £85,000 in 2016 and the Restructuring Provision revenue element of Contingency will decrease by the same amount.
This decision does not change the total amount of expenditure approved by the States for 2016 in the Medium Term Financial Plan.
