AMENDMENT TO THE ROAD TRAFFIC (PUBLIC PARKING PLACES) (JERSEY)
ORDER 2006
Purpose of the Report
To amend the Road Traffic (Public Parking Places) (Jersey) Order 2006 to make the temporary maximum 4 hour stay on Saturdays in Ann Place Car Park permanent.
Background
Since September 2012 a trial in Ann Place Car Park where a maximum stay period of 4 hours on Saturdays has been running to try and benefit town traders in the North of St Helier. The trial has been authorised by the Minister for Transport and Technical Services by virtue of his powers under Article 68 of the Road Traffic (Jersey) Law 1956.
Since the introduction of this trial, the scheme has proved to be beneficial to town traders and the continuation of this will further assist business in the North of St Helier during the current economic climate.
Because the area will remain chargeable no loss of revenue to Transport and Technical Services is expected, however through the potential of increased trade to St Helier retailers this would benefit the Island’s economy.
Alternative resident and commuter parking is available at Green Street Car Park.
The Minister for Transport and Technical Services previously approved the trial on 28 September 2012 under Ministerial Decision MD-T-2012-0078, and two further extensions were approved under Ministerial Decisions MD-T-2012-0085 and MD-T-2013-0001. It is proposed to make the scheme permanent by amending the Road Traffic (Public Parking Places) (Jersey) Order 2006 when the current trial ends on 28 September 2013.
The Road Traffic (Public Parking Places) (Jersey) Order 2006 is administered by the Transport and Technical Services Department.
Discussion
The Town Centre Manager believes the increased availability of short stay parking on Saturdays has increased shopper activity in town.
Recommendations
The Minister is recommended to approve making the scheme permanent and to instruct Officers to instruct the Law Draftsman to prepare an Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006 to incorporate this.
Reason(s) for Decision
The continued availability of additional short stay parking will assist local businesses within St Helier.
