Information about the publication of Ministerial Decisions

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision
providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

La Jeannerie, La Rue de la Ville au Neveu, St. Ouen.

This report has been prepared by Jersey Heritage as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the architectural, historical and archaeological significance of buildings and sites.

The assessment and recommendation are made in accordance with the principles of selection for registration as set out in the interim policies for the conservation of historic buildings (1998). The report includes the views and advice offered by the Ministerial Registration and Listing Advisory Group.

The Planning and Environment Department requested in May 2008 that Jersey Heritage assess the architectural, historical and other interests of La Jeannerie.

Historic interest

House dating to the second half of the 19th century.

Architectural interest

The primary elevations of the house retain their historic character and fabric including a squared rubble granite façade with dressed lintels, 4-panelled door with glazed side lights and overlight, 4-pane timber sash windows with flattened arch to upper panes, and a pair of rendered chimneystacks with a decorative cornice band.

There is a late 20th century flat-roofed extension to the rear and east side of the house which is of no interest and has a detrimental impact on the rear elevation of the property.

Scenic interest / group value

The house makes a positive scenic contribution.

Advice offered by MRLAG (and others if stated)

MRLAG assessed the interest of the building at its meeting on 9 June 2008. Members unanimously agreed with the JH recommendation to add the 19th century house to the register as a BLI.

Jersey Heritage recommendation

The 19th century house at La Jeannerie should be added to the Register as a BLI.

Justification relating to criteria

Registration of the 19th century house at La Jeannerie as a BLI is in accordance with the published policy guidance as follows:

· The 19th century house substantially retains its historic form and detail, and so makes a significant and positive contribution to the architectural and historical character and appearance of Jersey;

· The 19th century house illustrates aspects of Jersey’s social, economic and cultural history;

· The 19th century house is of scenic value
