Avenue de la Commune and L'Avenue de la Reine Elizabeth II - Pedestrian Refuge Islands

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: To approve the construction of two pedestrian refuge islands on Avenue de la Commune and L’Avenue de la Reine Elizabeth II.

Decision(s): The Minister approved the construction of two pedestrian refuge islands on Avenue de la Commune just to the north of the “Mermaid” bus shelter, and on Avenue de la Reine Elizabeth II just to the west of La Rue des Landes, respectively.

Reason(s) for Decision:  To improve pedestrian facilities on Avenue de la Commune and L’Avenue de la Reine Elizabeth II, in accordance with the Sustainable Transport Policy.

Resource Implications: Funding for the design, supervision and construction of these islands has been allocated from the Capital Infrastructure budget as part of the re-surfacing works to Avenue de la Commune and L’Avenue de la Reine Elizabeth II.

Action required:  Acting Senior Engineer to arrange the construction of the pedestrian refuge islands with the project team for the resurfacing of Avenue de la Commune and L’Avenue de la Reine Elizabeth II.

PROVISION OF PEDESTRIAN FACILITIES ON AVENUE DE LA COMMUNE

 

AND L’AVENUE DE LA REINE ELIZABETH II

 

 

Purpose of the Report

 

To approve the construction of two pedestrian refuge islands on Avenue de la Commune and L’Avenue de la Reine Elizabeth II.

 

 

Background

 

The States of Jersey Sustainable Transport Policy sets out the goal of reducing car use by encouraging walking, cycling and the use of public transport.  Improved pedestrian crossing facilities, and improved facilities for cyclists, will play an important part in achieving those targets.

 

 

Discussion

 

There are currently no pedestrian crossing facilities along the entire length of Avenue de la Commune and L’Avenue de la Reine Elizabeth II.  These two roads are due to be resurfaced as part of the Department’s planned routine highway maintenance programme.  In preparation for the resurfacing project the roads were assessed as to whether any modest improvements could be made as part of the resurfacing project.  Efficiency cost savings can be achieved by combining the design, supervision and construction of such improvements with the routine maintenance.

 

Avenue de la Commune

 

There are east and west bound bus stops in the vicinity of the airport freight centre, a new care home and sheltered accommodation development, and the existing Mermaid Tavern.  The existing sites generate a small but steady demand from bus users to cross the road, a demand that can be expected to increase as the sheltered accommodation and care home is occupied.

 

Given this low but steady demand a pedestrian refuge is the most appropriate pedestrian facility to provide.  While the road is currently not wide enough to accommodate an island, a small road widening in the vicinity of the existing bus lay-by with corresponding modest length of new kerbs will provide sufficient space for an island.

 

L’Avenue de la Reine Elizabeth II

 

With the proximity of the Rugby Club, number 9 bus route and shared cycle route footpath across the eastern end of the runway, there is a low level but steady demand for pedestrians to cross the road on L’Avenue de la Reine Elizabeth II approximately at the junction with La Rue des Landes. 

 

Again, given this low level but steady demand a pedestrian refuge is the most appropriate pedestrian facility.  A pedestrian refuge island can be constructed on L’Avenue de la Reine Elizabeth II approximately 20m west of the junction with La Rue de Landes with a modest widening of the road on the northern side.

 

 

Conclusion

 

A pedestrian refuge island can be constructed on Avenue de la Commune just to the north of the “Mermaid” bus stop with a modest realignment of kerbs and road widening on the western side of the road, as shown on the map attached at Appendix A.

 

A pedestrian refuge island can be constructed on L’Avenue de la Reine Elizabeth II just to the west of La Rue des Landes, again with a small realignment of kerbs and road widening on the northern side of the road.

 

 

Recommendation

 

The Minister is recommended to approve the construction of two pedestrian refuge islands on Avenue de la Commune just to the north of the “Mermaid” bus shelter, and on Avenue de la Reine Elizabeth II just to the west of La Rue des Landes, respectively.
