Community Safety Fund - award of grants

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

COMMUNITY SAFETY FUND – AWARD OF GRANTS

 

 

Purpose of the Report

 

To consider recent applications for grants from the Community Safety Fund to a maximum of £10,000 per project. 

 

 

Background

 

In June and December 2007, interim arrangements for considering applications for and awarding grants from the Community Safety Fund, for small but important initiatives, were approved by the Minister (MD-T-2007-0058 and 0112).  Six grants were awarded.

 

The criteria approved by the Minister for considering applications and awarding grants in the interim are:-

 

·        The proposal should be beneficial to the community at large;

·        For one off items of expenditure directly related to community safety;

·        Island based;

·        For proposals that would significantly enhance or raise awareness on community safety and for which there is no or insufficient public funding;

·        A maximum interim award of £10,000 per project.

An application has been received for a grant from the Community Safety Fund, as outlined below.

Continue Taxi Marshal trial through the summer months.

 

 

An initial trial taxi marshal scheme at the Weighbridge, St Helier, over the festive season proved very successful (details attached).  That scheme was funded by the Building a Safer Society Strategy.  To build on the success of the initial scheme, it is proposed to trial a similar taxi marshal scheme over the main visitor season including a period when there is expected to be a pilot late-opening of clubs.  Should the trial prove to be a success, the intention would be to introduce a permanent taxi marshal scheme funded from sponsorship, advertising revenue or other suitable funding to be identified.   

 

While the application meets the criteria, the trial should be for a specific period commencing when the Weighbridge Improvement works are completed (expected the end of June) to mid-September.  Assuming the Weighbridge area is completed in time for the last week-end in June, a grant of £3,000 will allow the trial to proceed for 7 week-ends (Friday and Saturday evenings from 10pm to 4am).

 

 

Recommendation

 

The Minister is recommended to award a grant of £3,000 to Building a Safer Society Strategy to provide a taxi marshal trial over the main visitor season.
