Bus Service 2007/8 - Winter Timetable.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Approval of changes to Connex bus services for winter 2007/8

Decision(s): The Minister approved:

  1. the minor operational changes to the Winter 2007/8 timetable as set out in Appendix A to the accompanying report;
  2. replacing the Sunday 19.00 Route 15 service with one at 20.20
  3. that the winter service will end on Saturday 15 March 2008; and
  4. making the winter timetables freely available at an estimated maximum cost of £6,000.

Reason(s) for Decision:

  1. Minor timing changes are required to facilitate the bus operations from the new Liberation Station.
  2. The change to the Route 15 Sunday service allows a more regular service to be provided.
  3. Bringing the end date of the Winter schedule earlier allows a full assessment of the integrated summer network to be made before agreeing proposals for spring/summer 2008.
  4. Potential bus passengers should not have to pay to access timetable information, free timetables may increase patronage and in the future it is anticipated that advertising will help cover the cost.

Resource Implications: These proposals will not impact on the cost of the Connex contract but a budget of £6,000 has been identified to allow timetables to be freely available.

  2. Prepare a media release to advise the public of these changes.
