PROPOSITION
Membership of the Planning Applications Panel
THE STATES are asked to decide whether they are of opinion
to appoint, in accordance with Article 9A(2) of the Planning and Building (Jersey) Law 2002, as amended, the following persons as members of the Planning Applications Panel (PAP) until 31st December 2014 with immediate effect –
a) Deputy S.S.P.A. Power of St. Brelade (nominated as chair)
b) Constable J.LeS. Gallichan of Trinity
c) Deputy J.M. Macon of St. Saviour
d) Deputy G.C.L. Baudains of St. Clement
e) Constable J. Gallichan of St. Mary
f) Deputy R.G Le Herissier of St Saviour

MINISTER FOR PLANNING AND ENVIRONMENT
REPORT
The Planning and Building (Jersey) Law 2002 provides that there should be a Planning Applications Panel comprising up to 9 States Members; and that its members will be appointed by the States on the nomination of the Minister for Planning and Environment.
In line with the findings of the Planning Improvement Programme Political (PIP) Steering Group Report (RC 81/2011) I would like to nominate Deputy Sean Seamus Patrick Augustine Power of St. Brelade as the Chairman of the Panel. This brings PAP into line with the Scrutiny Chair nominations which receive endorsement by the States Assembly.
I would like to nominate the following States Members for Membership of the Panel until the end of 2014.

b) Constable J.LeS. Gallichan of Trinity
c) Deputy J.M. Macon of St. Saviour
d) Deputy G.C.L. Baudains of St. Clement
e) Constable J. Gallichan of St. Mary

This will provide a Membership until the next General Election.
Please note that the Law allows for nominations only to be made by the Minister. If the States rejects these nominations, the Minister can nominate another States member, and so on, until the vacancies are filled.
There are no financial or manpower implications arising from this proposal.
