ROAD TRAFFIC (ST. HELIER) (JERSEY) ORDER 1996 - AMENDMENT
Purpose of the Report
To amend the Road Traffic (St. Helier) (Jersey) Order 1996.
Background
There is an area of parking on Albert Place which had previously been administered by Ports of Jersey on the eastern side of Maritime House. This area has now been confirmed as being under the administration of Infrastructure, Housing and Environment rather than Ports of Jersey.
The Road Traffic (St. Helier) (Jersey) Order 1996 is administered by Infrastructure, Housing and Environment.
Discussion
The area concerned has been subject to reports of abuse with vehicles being left there for long periods of time, thus removing the ability of other motorists to use it. Previously Parking Control had not policed the area as it was believed to be under Ports of Jersey administration.
Now it has been confirmed this comes under Infrastructure, Housing and Environment administration the area requires to be scheduled in the Road Traffic (St. Helier) (Jersey) Order 1996. The area is subject to abuse with evidence of a number of vehicles not having moved for some time. Currently it is signed as being a 20 minute stay with an option of either paycard or parking disc which was the standard Ports of Jersey signage.
It is proposed the area be made a maximum 1 hour stay with charges at 1 unit per 1 hour or part thereof. There are also areas of prohibition of parking which will need to be Scheduled so they can be enforced.
Conclusion
The scheduling of this area with a maximum 1 hour stay and charging at 1 unit per 1 hour or part thereof will enable Parking Control to enforce and prevent the apparent abuse. It will also enable visitors to Maritime House and the adjacent flats the opportunity to park there.
Recommendations
The Minister for Infrastructure is recommended to instruct Officers to issue Law Drafting instructions to amend the Road Traffic (St. Helier) (Jersey) Order 1996.
