Refurbishment of Accommodation
Roof Works at Philip Le Feuvre House and Huguenot House
Introduction:
The Minister is asked to consider and approve the proposal to refurbish and renew the roofs of Philip Le Feuvre House and Huguenot House, total budget of £75,466, using under spent funds from the current refurbishment works of both properties.
Background:
The attached email from Rowney Sharman Project Consultants, (Appendix A), details that the original budget of the refurbishment works was anticipated to be £1,134,912 and the current estimated final building contract sum to be £900,000, representing a saving of £234,912.
The Department proposes to use part of this saving, to refurbish and renew the roofs of both Philip Le Feuvre House and Huguenot House at a total cost of £75,467. If the cost of the roof works were to be absorbed into the refurbishment works budget there would still remain an estimated underspend of £159,445.
The roof repair works for Philip Le Feuvre House totalling £37,049, had originally been budgeted for within the Department’s 2007 maintenance budget. The current roof surface has begun to break down and serious leaks now occur during heavy rain. The planned repairs must be undertaken as a matter of urgency.
The roof repairs required for Huguenot House, totalling £38,418, are not within the scope of the current internal refurbishment works for this building. The roof has reached the end of its life span, although luckily major leaks are not currently occurring. Reinstatement works undertaken now will be achieved more economically if they are carried out in conjunction with the other building’s roof repairs and whilst the main contractor is on site. There will also be long term financial benefit if the roof repair works are undertaken prior to the placement of large items of air-conditioning plant, as the cost of their removal to allow for future repairs will be significant.
In order to comply with States of Jersey, Treasury Financial Direction 5.6, Control of Capital Expenditure, these additional works are deemed to be essential variations and in accordance with item 5.8.16 of this Financial Direction, (Appendix B), the Minister must approve this additional expenditure.
Recommendation:
The Minister is recommended to approve that the roof repair works of £75,467, be funded from the estimated saving on the refurbishment project of £234,912.
