Cycle Route: La Route de la Liberation: Improvement works

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

  1. The Minister approved, as recommended by Jersey Property Holdings, the drawings: “Waterfront Cycle Track Widening – Drg N° 001 rev P1” and “Steam Clock Cycle Track Widening – Drg N° 001 rev P1” in connection with a proposed project by the Transport and Technical Services Department to provide a continuous and improved cycle route on part of La Route de la Liberation.

Reason(s) for Decision:

  1. Under Standing Order 168 (1)(d) the Minister is required to consider, for approval,  plans for construction and alteration work which is funded wholly or partly by money voted by the States.

Property Matter for Ministerial Decision - Minister for Treasury and Resources

 

La Route de la Liberation (A1) – Proposed Works to Provide a Continuous and Improved Cycle Route – Approval of Drawings

Purpose of the Report

 

To seek Ministerial approval, under Standing Order 168 (1)(d) (approval of plans), for a project being undertaken by the Transport and Technical Services Department (TTS) to provide a continuous and improved cycle route on part of La Route de la Liberation.

 

Current situation

 

TTS has obtained planning approval for the works shown upon the two attached drawings:

 

  • Waterfront Cycle Track Widening – Drg N° 001 rev P1
  • Steam Clock Cycle Track Widening  – Drg N° 001 rev P1

 

Details of the proposed works are as follows:

 

  1. Section 1 Steam Clock Park

 

The roadside footpath to La Route de la Liberation along the northern boundary of the Steam Clock Park will to be widened to 3m from the existing pedestrian barrier. 

 

The strip of land required for the footpath/cycle track widening forms part of the soft landscaping to the Steam Clock Park.

 

The Park is administered by Jersey Property Holdings (JPH) and is managed by the States of Jersey Development Company (SOJDC).

 

JPH and SOJDC are in agreement to the proposal to widen the footpath/cycle track, although final details of the re-planting plan are to be agreed by the parties.

 

The existing pedestrian refuge at the entrance to the New North Quay will be enlarged to accommodate cycles, as part of the Commercial Buildings road reconstruction project.

 

  1. Section 2 Kufra’s Car Park.

 

Similar to Section 1, the proposal at Kufra’s Car Park is to widen the existing footpath.

 

The strip of land required for the footpath/cycle track widening at this location is administered by the Economic Development Department (Jersey Harbours), which has given its agreement to the proposal.

 

The works will slightly reduce the area of car park at ‘Kufra’, with one parking space being lost.

 

  1. Section 3 Albert Marina

 

Sections 3 to 6 are already designated for shared pedestrian and cyclist use.  The existing promenade adjoining the Albert Marina is 4m wide and is deemed sufficient for a shared cyclist and pedestrian route for its short distance.

 

  1. Section 4 Castle Street Roundabout.

 

At approximately 2m wide in places, this section of the cycle track is too narrow, especially at the point the zebra crossing brings pedestrians onto it. 

 

It is proposed therefore to widen this section to minimum 4m by incorporating a strip of the planted area alongside the Albert flats, which land is administered by JPH and maintained by SOJDC.  A final re-planting plan is to be agreed with JPH and SOJDC for the reduced ground area.

 

  1. Section 5 Cine World

 

There is no scope for improvement to the footpath/cycle track in this location.

 

  1. Section 6 Cine World to Gloucester Street

 

Improvements the footpath/cycle track in this area comprise surfacing the existing hoggin with tarmac, removing the “dog leg”, and improving the inter visibility for cyclists and pedestrians in the area of the Gloucester Street traffic lights.

 

TTS will be undertaking this project at its own cost, mainly using its in-house labour team.

 

The drawings have been approved by the Minister for Environment and the Minister for Transport and Technical Services.

 

The widened sections of the footpath/cycle track will be recorded as part of the highway property asset.

 


Recommendation

 

It is recommended that the Minister approves the drawings: “Waterfront Cycle Track Widening – Drg N° 001 rev P1” and “Steam Clock Cycle Track Widening – Drg N° 001 rev P1” in connection with a proposed project by the Transport and Technical Services Department to provide a continuous and improved cycle route on part of La Route de la Liberation.
