Allocation of funding for sustainable transport initiatives to various safety improvements for pedestrians.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Allocation of Funding for Sustainable Transport Initiatives to Various

Safety Improvements for Pedestrians  
 

Purpose of the Report  

To gain the Minister’s approval for the various schemes which will improve pedestrian safety by providing footpaths and pedestrian facilities as and where appropriate, using the funding allocated by the States of Jersey for sustainable transport initiatives.  
 

Background  

The States of Jersey approved the allocation of £1M of funding to Transport and Technical Services for sustainable initiatives in 2009. Under Ministerial Decision MD-T-2009-0032 the Minister allocated the funds to various projects including the allocation of £150,000 for pedestrian safety Improvements.  
 

Discussion  

The Department maintains a record of various requests for schemes from members of the community and their political representatives, as well as identifying the need for various improvements for pedestrians where there is a recognised shortfall. The funding has been provided for sustainable initiatives, therefore only schemes which will encourage and help people to walk and / or use public transport when going about their daily business, have been selected. 
 

Conclusion  

The following schemes have been selected from the Department’s records as they conform to the above criteria: 

  • Pedestrian refuges and pavement improvements in St Peter’s Village to improve pedestrian access to the village centre bus stop. (£15,000)

 

  • Footpath widening at the junction of Rue des Pres and La Rue de la Ville és Rénards in Grouville, to improve the walking route in the vicinity of the crossing patrol for school pupils. (£5,000)

 

  • Construct a short section of roadside footpath on La Rue du Pont Marquet to extend the existing roadside footpath from the junction with La Petite Route des Miélles to the Lavender Farm entrance. (£15,000)

 

  • Install 26m of pedestrian barrier on La Route és Nouaux at the pedestrian exits from the car park south to encourage school pupils and their parents to use the school crossing patrol. (£5,000)

 

  • Provide improved pedestrian facilities in the St Aubin’s Village area. (£15,000)

 

  • Provide a pedestrian refuge Island on La Route de Quenevais just north of the junction with Pont du Val, in the vicinity of both the eastbound and westbound bus stops, to improve pedestrian access for bus users. This requires slight road re-alignment and widening. (£35,000)

 

  • Pedestrian links in the St Mary’s Village area to tie in with improvements to be provided by the Developer of Field 561 and 562. (£30,000)

 

  • Construct a short section of roadside footpath on the west side of Le Rond Collas in St Martin to provide a footpath on both sides of the road at a point better suited to crossing the road. This will improve and encourage pedestrian access to the Parish Hall and School through the existing footpath north of the St John’s Ambulance Brigade training hall. (£10,000)

 

  • Construct a short section of roadside footpath just to the north of the southbound bus stop next to St Ouen’s Parish Hall. (£10,000)

 

  • Provide a footpath link at a safe location to the north of the new La Providence development in St Peter’s Valley. (£2,000)

 

  • Provide a short section of roadside footpath to the north west of Grouville school. (£10,000)

 

  • Provide a pedestrian refuge Island on La Route de St Aubin near Bel Royal, subject to resolution of local difficulties. (£5,000)

 

  • Widen the pavement opposite St Clement’s Church on La Grande Route de St Clement (£15,000)

                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                              

The estimated sums for the projects listed above add up to a total in excess of £150,000.  It should be noted that the sums allocated are provisional and will be refined as detailed design work is undertaken, and that some projects may not progress as planned due to factors such as land ownership or development control approval, for which there may not be a resolution within the timescales available.  The Minister will be updated on progress and costs as the projects develop. 
 

Recommendation 

The Minister is recommended to approve the allocation of funds to the schemes identified above.

For the Minister to approve the allocation of funding previously identified for the improvement of roadside footpaths and pedestrian facilities, to specific schemes. 
 

Action Required
