Transfer of Digital budget and staff from States of Jersey Police to Chief Operating Office
- Purpose of Report
To enable the Minister to approve a recurring total transfer of £1,273,200 and 9 FTE from States of Jersey Police to the Chief Operating Office (COO), specifically to the Modernisation and Digital Department (M&D), representing the budget and staffing for the Digital team supporting this department.
- Background
In 2019 the decision was made to create one centralised Digital function which aligns with the OneGov principles. The position and service this transfer relates to was historically managed by JHA.
Centralising the digital teams will allow for a development and the implementation of a sustainable plan to build ongoing internal capability to support cultural development
Furthermore, centralising the teams from multiple departments will allow for some efficiencies to be achieved while transferring the FTEs to the new Target Operating Model (TOM) for M&D. Total Staff budget for the transfer is £633,200
All Digital Applications and related non staff items will also be transferred to M&D. The list of applications has subsequently been reviewed and agreed in order to confirm responsibility and appropriate support given when requested. The total non staff budget for the transfer is £640,000.
No balance sheet items or assets are being transferred.
- Recommendation
The Minister is recommended to approve the transfer of £1,273,200 and 9 FTE from SoJP to COO as detailed in this report in 2021, with the transfer also to be reflected in subsequent years’ Government Plans.
- Reasons for Decision
Article 18(1)(a) of the Public Finances (Jersey) Law 2019 states that a specified amount appropriated for one head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure that is set out in the government plan.
Article 18(4) of the Public Finances (Jersey) Law 2019 states that the Minister shall give the States Assembly at least 4 weeks’ notice before an amount is transferred under paragraph (1)(a).
Article 18(5) of the Public Finances (Jersey) Law 2019 states that if a direction under this Article would affect a head of expenditure that relates to the responsibilities of any Minister, that Minister must be consulted before the direction is made. The Minister has been consulted.
To comply with P.67/1999 which charges the Minister for Treasury and Resources to regulate the number of persons that may be employed by the States.
5. Resource Implications
The SoJP revenue head of expenditure to decrease by £1,273,200 and the COO revenue head of expenditure to increase by an identical amount. The approved FTE of COO to increase by 9 FTE and the approved FTE of SoJP to decrease by an identical amount.
A Memorandum of Understanding (MoU) has been drafted between the SoJP and M&D to agree responsibility and accountability.
This decision does not change the total amount of expenditure approved by the States in the Government Plan 2021-2024. Unfortunately, it may not be included in the 2022-2025 Government plan due to timing.
