Travel and Entertainment Expenses:
Ministers and Assistant Ministers
1. At a recent meeting of the States the Chief Minister was asked during ‘questions without notice’ by Senator Ben Shenton about the travel and entertainment expenses incurred by ministers. The relevant extract from the States minutes is given below –
“The Code of Conduct for Ministers, which was presented on 10 February (2006), was largely copied and pasted from the U.K. Code of Conduct. However, the U.K. Code of Conduct includes that the government publishes an annual list of all travel overseas by Ministers, together with the total cost of Ministerial travel overseas. Will, at the end of these 12-month periods, the Chief Minister publish all travel and entertaining expenses by Ministers?”
2. The Chief Minister agreed to publish the expenses incurred by Ministers, and the information on these expenses has since been received from States departments. The figures for travel and entertainment are attached as Appendix One, and the expenses incurred by Assistant Ministers are also included for ease of reference.
3. The majority of the expenses have been incurred by the Chief Minister and the Minister for Economic Development, and this is a consequence of their responsibilities for international relations and economic development matters.
4. Resource implications
There are no additional resource implications arising directly from the publication of this report. The expenses that were incurred by ministers and assistant ministers for travel and entertainment were met from their departments’ 2006 budgets, and were therefore accounted for as part of the departmental budget allocations.
5. Recommendation
It is recommended that the Chief Minister should approve the report and agree that it be published for the information of States members and the public.
