Pedestrian Facility Improvements on Castle Street Roundabout.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: The installation of new zebra crossings on the east and west bound slip roads, east of the Castle Street roundabout, so that pedestrians can more easily cross La Route de la Liberation at an appropriate location.

Decision(s):  The Minister approved the proposal to install a zebra crossing on each of the on and off slip roads, east of Castle Street roundabout.

Reason(s) for Decision:  To allow the installation of improved pedestrian facilities on the highways in the vicinity of new office, retail and restaurant developments on the Liberty Wharf site.

Resource Implications: The works for new pedestrian facilities are to be funded by the Developer of Liberty Wharf in accordance with the Planning Obligation Agreement for that site, and carried out by staff available from within Transport and Technical Services.

Action required: TTS to procure the equipment and install the crossings, using funds from the Developer of Liberty Wharf.

TRANSPORT AND TECHNICAL SERVICES  

PEDESTRIAN FACILITY IMPROVEMENTS ON CASTLE STREET ROUNDABOUT  
 

Purpose of the Report  

To gain the Minister’s approval to install zebra crossings on the east and west bound slip roads, east of the Castle Street roundabout, so that pedestrians can more easily cross La Route de la Liberation at an appropriate location. 
 

Background  

Under article 69 of the Road Traffic (Jersey) Law 1956, the Minister for Transport and Technical Services may, after consultation with the Connétable of the Parish in which the road is situated, establish on any road such crossings for pedestrians as the Minister considers necessary. 

The Island and annex sites, now known as Liberty Wharf, are currently being re-developed for various uses, including offices, retail and restaurants/cafes. The level of pedestrian use of the area can be expected to increase substantially.  Recognising this, Transport and Technical Services have secured funding from the Developer of the Island Site, through a Planning Obligation Agreement, to improve pedestrian facilities on the on and off slip roads, east of the Castle Street roundabout.  
 

Discussion  

Standards recommend that pedestrian facilities immediately adjacent to roundabouts are provided using zebra crossings. This type of crossing has been successfully operating on the on and off slip roads to the west of Castle Street roundabout, and can be expected to operate equally successfully on the east bound slip roads.   

The Connétable of St Helier has been consulted and the Parish have confirmed their support to this proposal. 
 

Conclusion  

With the Liberty Wharf development nearing completion improved pedestrian facilities are required on the walking route to the south west of the Island site. Zebra crossings with belisha beacons are an appropriate means of providing improved pedestrian facilities in this location. 
 

Recommendation  

The Minister is recommended to approve the installation of a zebra crossing on each of the on and off slip roads, east of Castle Street roundabout.
