Transfer from Community and Constitutional Affairs to the Health and Social Services Department for the UNICEF Healthy Living Programme
- Purpose of Report
To enable the Minister to approve the transfer of earmarked P82/2012 funding from the Community and Constitutional Affairs (CCA) revenue head of expenditure to the Health and Social Services Department (HSSD) revenue head of expenditure for the years 2018 and 2019 in connection with the UNICEF Healthy Living Programme.
- Background
The States approved the Health and Social Services Minister’s proposals for the transformation of services when they voted for P82/2012: Health and Social Services - A New Way Forward. There has been a detailed governance structure in place for the allocation, delivery and monitoring of the use of funds.
The UNICEF Baby Friendly service sits within the Early Years section of the Healthy Lifestyles P82 Workstream. The officer responsible for its delivery sat in Strategic Public Health which was part of HSSD at the time that the MTFP2 was approved. The Strategic Public Health function transferred to CCA in 2016. This funding was subsequently moved to CCA as part of the MTFP 2018 Update.
The Minister for CCA championed the project in its initiation phase and the process to select a partner to provide it. The successful partner is Family Nursing and Home Care (FNHC).
The HSSD Service Re-design and Delivery Team (SRD) already has a substantial contract in place with FNHC to deliver a basket of services. CCA has therefore requested that the UNICEF Baby Friendly Service is incorporated into the larger contract in order to consolidate the relationship management effort on both sides. The effective date is planned to be 1st August 2018, subject to an amendment to the existing contract being duly signed off by both parties. This requires the P82 funding to be transferred back to HSSD, the contract with FNHC to be varied to match and the monthly payments to FNHC to be administered accordingly.
The resources approved in the P82 programme for the UNICEF Baby Friendly Service were based on a March 2018 start date and include £51,400 for 2018. HSSD and CCA have agreed on a date effective of 1st August 2018 leaving £16,000 in CCA to cover the set-up costs they have already incurred. The table below shows the sums to be transferred.
3. Recommendation
The Minister approved the transfer of the following amounts from the CCA revenue head of expenditure to the HSSD revenue head of expenditure:
2018 £45,400
2019 £91,000
4. Reason for Decision
Article 18(1)(c) of the Public Finances (Jersey) Law 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure.
Article 18(1B) of the Public Finances (Jersey) Law 2005 states that the Minister shall, after consulting the Chief Minister and PAO, give the States Assembly at least 2 weeks’ notice before an amount is transferred under paragraph (1)(c).
Article 18(1C) of the Public Finances (Jersey) Law 2005 states that before giving notice under paragraph (1B), the Minister shall, in relation to any States funded body, consult the Minister responsible for that body.
The Chief Minister and Principal Accountable Officer (PAO) have been consulted.
To consolidate all the budgets for commissioning services from Family Nursing and Home Care (FNHC) in one department.
5. Resource Implications
The Community and Constitutional Affairs revenue head of expenditure to decrease by £45,400 in 2018 and £91,000 in 2019 and the Health and Social Services Department revenue head of expenditure to increase by identical amounts.
This decision does not change the total amount of expenditure approved by the States for 2017-2019 in the Medium Term Financial Plan.
The transfer required in 2020 will be reflected in the next MTFP.
