Victoria Cottage and George V Cottage Homes: Residents Contribution Increase

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Minister approved the increase of contributions by residents of both Victoria Cottage Homes and George V Cottage Homes by 2.5% with effect from the 2nd April 2012.

Reason(s) for Decision:

It is considered appropriate that the contributions made by residents of the Cottage Homes are increased by a rate equivalent to the increase in pension rate in October 2011.

Resource Implications:

Financial:  Potential increase in revenue of £4,660 per annum.

 

Action required:

Finance Director to implement the increase in contribution rates with effect from 2nd April 2012.

REPORT FOR THE MINISTER FOR HOUSING

 

INCREASES IN CONTRIBUTIONS PAYABLE BY RESIDENTS OF COTTAGE HOMES WITH EFFECT FROM 2nd APRIL 2012

 

Purpose of the Report

 

To request approval for the following:

 

That the Housing Department increase the level of charges for accommodation at George V and Victoria Cottage Homes with effect from 2nd April 2012 by a rate equivalent to the increase in Social Security Pensions on 6th October 2011 of 2.5%.

 

Background

 

The Department manages both Victoria Cottage Homes and George V Cottage Homes (the homes) which are occupied by pensioners who pay a contribution towards the running costs of the homes under respective constitutions.  The last increase in contributions took place in April 2011 at a rate of 1.1%, the rate of the preceding pensions increase in October 2010.

 

In line with this existing practice it has been confirmed that Social Security pensions increased on 6th October 2011 by 2.5% and it is considered appropriate to continue to link the increase in contributions to that metric such that the impact of the increase on the residents is minimized.
