List of Sites of Special Interest - Intent to List: Home Farm, La Rue de Grouville.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The listing of Home Farm as an SSI is in accordance with the published policy guidance as follows:

  • The special interest of Home Farm extends substantially to its authentic fabric, plan form and interior features;
  • Home Farm is of special interest for its architectural design, style, craftsmanship, composition and use of materials and details;
  • The historic internal plan form and the major elements of the historic interior survive, contributing to the special interest of the buildings;
  • Home Farm is illustrative of Jersey’s social, economic and cultural history.

This report has been prepared by Jersey Heritage as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the architectural, historical and archaeological significance of buildings and sites. 

The assessment and recommendation are made in accordance with Article 51 of the Planning and Building (Jersey) Law, 2002; Policy G11 of the Jersey Island Plan, 2002; and the principles of selection for designation as a site of special interest as set out in the interim policies for the conservation of historic buildings, 1998. The report includes the views and advice offered by the Ministerial Registration and Listing Advisory Group. 

The Planning and Environment Department requested on 12 May 2008 that Jersey Heritage assess the architectural, historical and other interests of Home Farm.

Historic interest  

Home Farm is a farm group comprising a circa 1741 house with attendant outbuildings dating to mid-18th century and 19th century. It is a fine example of a traditional Jersey farmstead of this period.  

Architectural interest  

The farmhouse is notable for the quality of the masonry work including a façade of squared granite with dressed quoined openings. The house also retains historic joinery with a panelled door with transom light, and 12-pane sash windows. In the rear wall of the house is an unchamfered round arch - apparently contemporary with the house and one of only 3 recorded examples in Jersey. The house retains its original plan and several interior features of note including a pair of large granite fireplaces on the ground floor, and historic joinery throughout - such as a mahogany staircase and 6-panel doors. Integral to the character of the farm group is a series of outbuildings forming a farmyard to the rear of the house, and a front garden with a notable gateway, dated 1750. 

Advice offered by MRLAG (and others if stated)  

MRLAG discussed the interests of the building at its meeting on 9 June 2008. Members unanimously agreed with the JH recommendation to list the site as an SSI.    

Jersey Heritage recommendation  

Home Farm should be listed as a Site of Special Interest.     

Justification relating to criteria  

The listing of Home Farm as an SSI is in accordance with the published policy guidance as follows:

  • The special interest of Home Farm extends substantially to its authentic fabric, plan form and interior features;

 

  • Home Farm is of special interest for its architectural design, style, craftsmanship, composition, and use of materials and details;
