Transfer of Budgets - Abattoir.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Budget Transfer - Abattoir

Purpose of the report

To request approval for the transfer of £181,000 from the 2007 revenue budget of the Economic Development Department to a capital budget of the Transport and Technical Department.

To request approval for the transfer of an un-required amount of £67,500 from the Crabbe Compost Site capital vote (EDD) to the same abattoir capital budget in Transport and Technical.

Background

The Economic Development Department has agreed to contribute toward the cost of the Abattoir renovation in order to facilitate the sale of Island bred meat products to provide, for the exportation of Jersey meat and also to improve efficiency at the abattoir. The upgrades were necessary in order to meet the rules for meat from over thirty months animals entering the food chain, to address historic failure to maintain the abattoir and also to meet modern practices for hygiene which are being adopted throughout the EU.

Economic Development considers the abattoir upgrade as essential in developing the Rural Economy.  The island currently only produces a small percentage of its meat consumption and production of pigs and sheep has doubled in the last two years.

The Economic Development Department also requests the transfer of an un-required balance on capital vote C0730 Crabbe Compost Site totalling £67,500 for the purpose of contributing towards the cost of building the new animal incinerator.

The Economic Development Department has planned for this transfer throughout 2007 and reported its financial position based on this transfer.

Recommendation

That the Minister approve a revenue budget transfer totalling £181,000 and a capital budget transfer totalling £67,500 from the Economic Development Department to the Transport and Technical Department.

Reasons for Decision

To provide appropriate funds to the Transport and Technical Department and to allow the full cost of the asset to be recorded in the balance sheet of that Department.
