AMENDMENT TO THE MOTOR VEHICLE REGISTRATION (GENERAL
PROVISIONS) (JERSEY) ORDER 1993
Purpose of the Report
To request that the Minister for Infrastructure approves for drafting instructions to be issued to the Law Draftsman in order to prepare a draft Order amending the Motor Vehicle Registration (General Provisions) (Jersey) Order 1993.
Amendments to the Order are required to facilitate the introduction of online services in relation to motor vehicle registration applications, notifications and transactions.
Background
Registered owners of motor vehicles are legally required to notify the Inspector of Motor Traffic, at DVS, when they buy or sell a vehicle or need to make changes to their vehicle record. Most will choose to post the documents to DVS, whilst others will deliver them in person.
The current process requires for the paper Vehicle Registration Document (VRD1) to be completed and submitted every time a vehicle is bought, sold or when any changes are required to the vehicle / owner record. Once the vehicle register has been amended, DVS will issue an updated VRD1 and post it to the registered address. This process is inconvenient and time consuming for the customer and costly to the Department.
The prescribed procedures for vehicle owners to notify the Inspector of Motor Traffic is set out in the Motor Vehicle Registration (General Provisions) (Jersey) Order 1993. Amendments are therefore required in order to allow for vehicle owners to make notifications and complete transactions online.
Discussion
The development of online services through an electronic channel would create a much more dynamic and convenient way for customers to communicate with the Department, as well as supporting the Government’s commitment to improve public services through making them available online.
It is recognised that some customers may not want to use an online service, so the paper application process will remain in place for the time being.
By allowing for notifications to be completed electronically and removing the requirement for documents to be returned, will create a much more efficient and convenient process for both the business and customer.
For those transactions that are being considered, DVS handle around 54,000 paper applications per year, the table below shows 2016 figures (rounded).

The possibility of issuing documents ‘on demand’ and also issuing them electronically or via mobile applications will also be considered. Prescribed documents required at point of registration will be amended, in order to streamline the process and facilitate online applications.
The design and layout of the Vehicle Registration Document (VRD1) will also be enhanced to bring it in line with European and International standards.
In order to achieve the introduction of these online services, amendments to the Order are required. The Minister is able to make such amendments using broad powers granted to him under the Motor Vehicle Registration (Jersey) Law 1993.
Recommendation
The Minister is recommended to amend the Motor Vehicle Registration (General Provisions) (Jersey) Order 1993 in order to introduce these services.
Reason(s) for Decision
To amend the Motor Vehicle Registration (General Provisions) (Jersey) Order 1993 to provide a more efficient and convenient way for customers to make DVS applications, notifications and transactions online.
Action Required
Registration Manager to instruct the Law Draftsman to prepare an amendment to the Order for subsequent submission to the Minister.
