Fire and Rescue Service - internal promotions

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Promotion of an existing senior manager to the post of Deputy Chief Fire Officer within the Fire & Rescue Service.

Decision(s):

The Minister noted the promotion of Area Manager Paul Brown to the post of Deputy Chief Fire Officer within the States of Jersey Fire & Rescue Service.

Reason(s) for Decision:

The re-instatement of the Deputy Chief Fire Officer’s post will ensure sufficient senior officer operational cover, provide for resilience and ensure succession planning for the future leadership of the Service. Due to the seniority of the roles in question, the Service’s Terms and Conditions of Service require that appointments above Group Manager are made by the Minister on the recommendation of the Chief Fire Officer.

Resource Implications:

As all advertised roles can be filled by internal candidates, no new posts are required as a result of this decision. The financial implications are limited to the difference in the pay grade from Area Manager to Deputy Chief Fire Officer, this amount to £5309 per annum.

The resource requirements for the F&R service are currently being reviewed for 2009 and this additional cost will be factored into the review.

Action required:

The Chief Fire Officer to ensure that all necessary arrangements are made for the successful applicants to more into their new roles as of 01 August 2008.

Subject:          Appointment of Deputy Chief Fire Officer for the Fire & Rescue Service

 

 

1.         Purpose

 

1.1       The purpose of this report is to advise the Minister of the outcome of recently held promotion process for the appointment of a Deputy Chief Fire Officer.

 

2.         Background

 

2.1       Area Managers Stan Godel and John Elliott, the Service’s two second most senior officers, retired at the end of February 2008. These senior retirements provided an opportunity to undertake a review of the structure and the number of senior managers in the Service. Following the review, the recommendation was made to reinstate the post of Deputy Chief Fire Officer Post to ensure adequate resilience and succession planning for the future leadership of the Service. This was supported by a subsequent Ministerial Decision dated 11th October 2007.

 

2.2              Since 1st January 2008, both the newly promoted Area Managers, Mark Johnson and Paul Brown have each performed the role of Acting Deputy Chief Fire Officer (DCFO) for a period of 3 months. A final interview for the appointment of DCFO took place on the 29th July 2008. The panel consisted of Steven Austin Vautier – Chief Officer of Home Affairs, Mark James - Chief Fire Officer, Liz Webster – Senior HR Manager.

 

2.3              The panel considered the individual’s application forms, review and outcomes of the DCFO acting up periods and their performance during the presentation and interview.

 

 

3.         Recommendation

 

3.1       The panel recommends that the Minister appoints Area Manager Paul Brown as the new Deputy Chief Fire Officer for the States of Jersey Fire & Rescue Service.
