VARIOUS ONE OFF BUDGET TRANSFERS FOR THE FUNDING OF TEACHING JERRIAIS IN JERSEY PRIMARY SCHOOLS
- Purpose of Report
To enable the Assistant Minister to approve a number of one off budget transfers, as laid out below, following the approval by the States Assembly of the 2016 MTFP 7th Amendment. This Ministerial Decision supersedes MD-E-2016-0027.
- Background
Following discussions between the Department for Economic Development, Tourism, Sport and Culture (EDTSC) and the Department for Education (ED), the Assistant Minister previously signed the Ministerial Decision MD-E-2016-0027 for the funding of teaching Jèrriais in Jersey primary schools.
A different approach for the ongoing provision has since been agreed. This Ministerial Decision supersedes MD-E-2016-0027.
3. Budget Transfers
The following budget transfers, subject to the agreement of a Service Level Agreement, are to occur from the EDTSC Jèrriais budget to the Department for Education:
- £30,000 plus up to £54,121 which can be claimed against the cost of a Jerriais teacher’s salary in 2017
- £30,000 plus up to £56,812 which can be claimed against the cost of a Jerriais teacher’s salary in 2018
- £30,000 plus up to £59,380 which can be claimed against the cost of a Jerriais teacher’s salary in 2019
2020 and beyond will be addressed in the next MTFP.
4. Reason for Decision
Following the approval by the States Assembly of the 2016 MTFP 7th Amendment, the States Assembly decided to review the funding approach for the ongoing provision of Jèrriais teaching in Jersey primary schools.
Following the debate, a different funding approach was adopted for the future teaching of Jèrriais involving the recruitment of a second teacher to be funded by the Chief Minister’s Department. As a consequence this Ministerial Decision is required to supersede MD-E-2016-0027.
Article 18(1)(c) of the Public Finances (Jersey) 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure. Delegation 1.2 delegates authority for non-contentious transfers between heads of expenditure of up to £1,000,000 to the Treasurer of the States.
- Resource Implications
The EDTSC Jèrriais budget to decrease by the amounts laid out above and the Department for Education budget to increase by an identical amount.
