Register for Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey: Champ Donne, La Route de Trodez, St. Ouen.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Minister for Planning and Environment determined his intention to Register as Building of Local Interest Champ Donne, La Route de Trodez, St Ouen for its particular local interest.

Reason(s) for Decision:

The intention to Register as Building of Local Interest Champ Donne, La Route de Trodez, St Quen is in accordance with the existing criteria for assessment and designation of historic buildings as follows:

  • The buildings retain their late C19 external historic form and detail, and so make a significant and positive contribution to the architectural and historical character and appearance of Jersey;
  • The buildings are significant for their architectural design, decoration, craftsmanship, composition and use of materials;
  • The house illustrates aspects of Jersey’s social and cultural history;
  • The buildings and walled front garden make a positive scenic contribution to La Route de Trodez.

Legal and Resource Implications:

The inclusion of buildings and places in the Register for Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey is consistent with the purposes of the Planning and Building (Jersey) Law 2002.

This report has been prepared by Jersey Heritage as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the architectural, historical and archaeological significance of buildings and sites.

Historic interest  

Champ Donné is a late 19th century house that retains its historic external character and period details. 

Architectural interest  

Champ Donné is 3-bay, 2-storey with a double-pile plan, hipped slate roof and 4 chimneystacks. The walls are finished in stucco scored in imitation ashlar with emphasised quoin bands to the façade. There is a central porch with square columns and pilasters and cornice with dentil decoration. Within is a panelled door with transom light and margin lights. Flanking the doorway is a pair of bay windows with matching dentil cornice and 2-pane timber sashes. At first floor is a single 2-pane sash above the doorway and a pair of triple sashes above the bays. At the rear is an arched stair window with brilliant-cut glass to the margins. 

Adjoining on the west side of the house is a single-bay ‘dower’ which has a dormer window decorated with cement scrolls and brackets sitting on a mansard slope. The slate roof has ornate ridge tiles and matching chimneystack. Of note is an ornate glasshouse on the east side of the house and a glazed lean-to in front of the ‘dower’ – each with decorative brilliant-cut glass of ruby and blue featuring ‘glory’ stars. Outbuilding to rear. 

The rubble granite wall to the roadside features a gateway with a central granite arch within curved walls of patterned pink and grey stonework.    

Scenic interest / group value  

Champ Donné makes a positive scenic contribution. 

Advice offered by MRLAG (and others if stated)  

MRLAG discussed the site at its meeting on 24 November 2008. Members unanimously advised that Champ Donné should be added to the Register as a BLI.

Justification relating to criteria  

The registration of Champ Donné as a BLI is in accordance with the existing criteria for assessment and designation of historic buildings:

  • The buildings retain their late C19 external historic form and detail, and so make a significant and positive contribution to the architectural and historical character and appearance of Jersey;

 

  • The buildings are significant for their architectural design, decoration, craftsmanship, composition and use of materials;

 

  • The house illustrates aspects of Jersey’s social and cultural history;

 

  • The buildings and walled front garden make a positive scenic contribution to La Route de Trodez.
