AMENDMENT TO PARKING RESTRICTIONS ON ST JOHN’S ROAD, ST HELIER
Purpose of the report
To improve pedestrian safety on St John’s Road outside Clubley Estate.
Background
Following a recommendation from this Department in December 2003, one of the conditions attached to the Planning Consent to build 126 new houses, parkland and a community building at the junction of Tower Road with St John’s Road in St Helier was that St John’s Road (States main road) be widened to accommodate a pedestrian crossing refuge and that parking in front of Clubley Estate be removed.
Discussion
The new houses are now substantially complete and occupied. Work will soon commence on the community building and the builder has commenced the construction of the refuge. The 13 legal parking spaces along the east side of St John’s Road, in front of Clubley Estate, have been suspended by the use of parking control cones. It is now necessary to permanently prohibit waiting in this area to: -
- Enable safe passage of vehicles past the refuge
- Facilitate turning movements for vehicles exiting the new development road
- Facilitate the expected increase in turning movements at the junction of St John’s Road with Tower Road
Alternative public parking has now become available adjacent to the access road in the new housing development.
The parking in front of Clubley Estate can be removed under Article 68 of the Road Traffic (Jersey) Law 1956, for a period not exceeding 12 months, during which period the prohibition can be fully incorporated into the Road Traffic (St Helier) (Jersey) Order 1996. Provisions in such an Article will become effective when the Connétable has been consulted and a notice has been published in the Jersey Gazette on two occasions.
The Connétable has been informed with regard to the Department’s proposal.
The proposed text of the notice is attached to this report.
Recommendation
The Minister is recommended to approve the removal of parking in St John’s Road outside Clubley Estate and to approve the text of the Notice.
Reason for Decision
To prohibit parking in St John’s Road outside Clubley Estate for reasons of road safety
Action required
The Minister to instruct his officers to arrange for a Notice to be inserted in the Jersey Gazette in accordance with Article 68 of the Road Traffic (Jersey) Law 1956.

Removal of parking places on St Johns Road
The Minister for Transport and Technical Services in pursuance of Article 68 of the Road Traffic (Jersey) Law 1956, as amended, and after consultation with the Connétable of St Helier gives notice of the removal from the Road Traffic (St Helier) (Jersey) Order 1996 of the following item:-
Schedule 8. Part 13.
Parking places restricted to vehicles not exceeding 6 feet 6 inches in width and to a time limit of 12 hours
St John’s Road. East side (between the north boundary of “Acton Burnell” and a point one yard to the north of the northern boundary of No.52).
This item to be replaced with a prohibition of waiting restriction to take effect from (date to be determined), for a period not exceeding twelve months.
