Purpose of the Report
To seek to confirm the Minister’s intention to add 10 (Royal Court Chambers) Hill Street, St Helier to the List as a Listed Building.
Background and discussion
Following the submission of a planning application (P/2010/1254) to make internal alterations to this property in August 2010, at which time this property was designated as a Building of Local Interest, a review of its internal heritage interest was instigated. During this process it transpired that there was some potential for works to be undertaken to the interior before the application was determined. The heritage assessment also revealed that the interior of the building was of some interest and value. In such circumstances, it was determined that the provisional Listing of the building was appropriate and it was accordingly added to the List, on a provisional basis, on 05 November 2010.
A notice was served on the owner of the property in order to provide an opportunity for representations to be made. Whilst the owner’s agent has advised of an intent for representation to be made, no written representation was received within the minimum 28 day statutory notice period or to date.
Legal and resource implications
Article 51(2)(b) of the Planning and Building (Jersey) Law 2002 enables the Minister to include on a List those buildings and places that the Minister is satisfied has public importance by reason of the special archaeological, architectural, artistic, historical, scientific or traditional interest that attached to the building or place.
Recommendation
On the basis of the recommendation of Jersey Heritage to add 10 (Royal Court Chambers) Hill Street, St Helier to the List as a Listed Building because of its special interest, the Minister is further recommended to confirm the addition of this building and place to the List.
Reason(s) for Decision
The special interest of 10 (Royal Court Chambers) Hill Street, St Helier, as defined in the schedule and relative to the published criteria for selection, justifies its inclusion on the List in accordance with the provisions and purposes of the Planning and Building (Jersey) Law 2002 and;
It accords with the States Strategic Plan commitment of protecting and sympathetically managing the Island’s built heritage assets.
