LIONS CLUB OF JERSEY APPLICATION FOR ENTERTAINMENT ON PUBLIC
ROADS DURING PEDAL CAR GRAND PRIX
Purpose of the Report
To obtain a Ministerial Decision regarding approval of road closures and changes to the bus service for the purpose of holding the Lions Club of Jersey’s Pedal Car Grand Prix on Sunday 19 August 2012.
Background
The Promoter, Lions Club of Jersey, has submitted details of the proposed road closures and traffic restrictions for the Pedal Car Grand Prix.
This will be the first Pedal Car Grand Prix organised by the Promoter, which is sponsored by ABN-AMRO Bank, to raise funds for the Lions Club of Jersey. Funds will be raised through an entry fee for each pedal car team; no actual fund raising will take place during the event
It is proposed that the event be enabled under the Road Traffic (Jersey) Law 1956: Article 67 (4) & (5) - Temporary Traffic Restrictions which enables the Connétable to restrict or prohibit the use of a road (including a main road) to vehicles if an event is occurring in the ‘vicinity’ of the road, without the need for an Order. The event has the support of the Connétable of St Helier subject to endorsement from the Minister for Transport and Technical Services.
The Promoter has consulted and is co-ordinating with the Emergency Services, TTS Parking Control, Connex and the Taxi Drivers Association. The Promoter holds a public liability insurance policy of £5 million for this event.
Discussion
The event will involve 25 teams of five drivers driving five pedal cars in a series of five races, each driver pedalling for one lap. The winners of the five heats will then compete in a final for the Lions Club of Jersey ABN-AMRO Trophy. There will also be an additional one lap race - a ‘soapbox derby’ - which will involve five youth organisations competing with hand-pushed ‘Go-Karts’. All entrants will be verified by a member of DVS staff beforehand to ensure the ‘Go-Karts’ are fit for purpose. Expected vehicle speeds are not expected to exceed 15 miles per hour.
Road Closure
The proposed course (see Map 1) will involve the following roads closures between 1pm and 6pm:
York Street
The Parade - West (from Gloucester Street to York St)
The Parade – East
Union Street (from The Parade to Devonshire Place)
Traffic wishing to access Union Street from Cheapside will be diverted onto Little Gloucester Street, Cannon Street, and Devonshire Lane. Traffic wishing to access Union Street from Charing Cross will be diverted via Dumaresq Street.
Although part of the course, one lane of Little Gloucester Street will be kept open to traffic to provide diversion access to cars from Cheapside. Parking will be suspended on both sides of the road to allow sufficient road width for safe traffic / pedal car separation (in addition to road barriers and other race safety equipment). In addition the event will be supervised by safety marshals provided by the Classic & Vintage Motor Racing Club of Jersey. Emergency access can be provided throughout the event if the need arises.
The total traffic impact of the event is potentially significant. However, this risk is mitigated by its timing on a Sunday when town centre traffic volumes are at their lowest
Car Parks
Parking along York Street will be suspended along with parking on Little Gloucester Street and the eastern side of The Parade.
Buses
The only bus route to be affected will be the outbound leg of Route 25 which will be diverted via the Esplanade, West Park and Le Route de St Aubin. The diversion will not have a great affect to the bus service due to reduced services on a Sunday.
