Approval of drawings for relocation of ENT, Eyes and Audiology

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Approval of Drawings

1. Background

1.1 In 2001 it was identified that the space currently occupied by ENT, Eyes, and Audiology, on the first floor of the General Hospital’s Gwyneth Huelin Wing, was inadequate to provide an efficient service due to significant growth in all three services since they originally occupied their space in 1979.

1.2 Over the period 1989 to 2005 alone, the number of outpatients visiting these services increased from 14,533 to 18,706 per annum.

1.3 The relocation to provide more space has been made possible by the relocation of Belcroute Ward (Adult Mental Health) to St Saviours Hospital where the refurbishment of Orchard House has provided a new and modern facility for acute mental health patients.

1.4 The additional space being provided for this project is needed to cover not only the growth over the last 25 years but to accommodate the expected growth over the next 20 years.

1.5 The new facility will include: -

ENT department with adult and children’s waiting areas, reception, pre-assessment room, two treatment rooms, nurse treatment room, two consulting rooms, sister’s office, and a counselling room.

Eye department with adult and children’s waiting areas, reception, three testing lanes, three consulting rooms, two laser rooms, glaucoma clinic, photo angiogram room, biometry room, two orthoptic rooms, two nurse treatment rooms, fields room, optometrist room, and sister’s office.

Audiology department with large and small audio booths, hearing aid lab, hearing aid fitting room, consultants’ room, audio office, and waiting room.

1.6 The project also involves relocating the existing Clinical Investigations department down from the second floor to the first floor so that ENT, Eyes, and Audiology will all take over the second floor.

2. Present

2.1 The design of the new ENT, Eyes and Audiology departments has been completed.

2.2 Drawings numbered 1706-01-02C and 01-03E, and 1706-03001A and 03-02 detailing the project were approved by Planning and Environment under Building Bye-Law application number B/2006/0007 on 30th January 2006 and Planning Permit number P/2006/0028 on 30th January 2006.

2.3 Funding for the whole project will be from the late Mrs E Bailhache trust fund and the late Mrs Hutter trust fund both of which have been bequeathed specifically for patients at the General Hospital.

3. Recommendation

The Minister for Health and Social Services is recommended to: -

i) Approve drawings numbered 1706-01-02C and 01-03E, and 1706-03-01A and 03-02 detailing the proposed relocation of ENT, Eyes and Audiology within the Gwyneth Huelin Wing of the General Hospital;

ii) Request the Assistant Minister of Treasury and Resources to approve the drawings.
