UPPER CAR PARK, HIGHLANDS COLLEGE LOWER CAR PARK AND
HIGHLANDS COLLEGE ACCESS ROAD CAR PARK
Purpose of the Report
To introduce Hautlieu School Car Park, Highlands College Upper Car Park, Highlands College Lower Car Park and Highlands College Access Road Car Park into the Road Traffic (Public Parking Places) (Jersey) Order 2006.
Background
The Education Department has requested that Hautlieu School Car Park, Highlands College Upper Car Park, Highlands College Lower Car Park and Highlands College Access Road Car Park be included in the Road Traffic (Public Parking Places) (Jersey) Order 2006 with a maximum permitted stay of 12 hours in any continuous 24 hour period and a no commercial vehicles over 15 foot in length without permission restriction.
The request to include these car parks will help to deter long term parking and will enable users of the facilities to park. The areas have been found to be abused with long term parking and there is a requirement to ensure that the parking facilities are available for users of the schools and facilities there.
Discussion
Officers would support the introduction of Hautlieu School Car Park, Highlands College Upper Car Park, Highlands College Lower Car Park and Highlands College Access Road Car Park. The policing and enforcement of this would be carried out solely by officers of the Education Department.
The Department for Infrastructure administer the Road Traffic (Public Parking Places) (Jersey) Order 2006.
Recommendations
The Minister is recommended to approve the request from the Education Department and to instruct Officers to instruct the Law Draftsman to prepare an Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006 to incorporate this.

To enable the inclusion of Hautlieu School Car Park, Highlands College Upper Car Park, Highlands College Lower Car Park and Highlands College Access Road Car Park.
