Year-end States Rental Waiting List figures and Development Programme 2007 & 2008.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The Waiting List as at 1 January 2008 comprised 254 families/individuals (including pending cases). Comparison figures for the position at 1 January in previous years are:

Of these 254, 17 are considered to be in urgent need of re-housing for various reasons (Group 1), including ill health, sub-standard accommodation or overcrowding. Comparison figures for the position at 1 January in previous years are:

During 2007, 207 families/individuals were housed from the Waiting List. Comparison figures for previous years are:

If the current Waiting List (254 families/individuals) and Tenant Transfer List (440 families / individuals) are combined, the greatest demand by far remains for ground floor or lift served one bedroom units. Demand for three bedroom family homes has continued to reduce steadily during 2007. 

The graph below shows a breakdown in one, two and three bedroom size need for those on the Waiting & Transfer list during 2007. 

 
 

These figures clearly show the greatest demand to be that of one bedroom accommodation. It is also known that, of the 360 individuals/couples waiting for one bedroom accommodation, 103 are currently under-occupying larger units within the stock, which has the effect of blocking these units for others waiting on the list for 2, 3 and 4 bedroom homes. 
 

Housing Department Development Programme 2007 and 2008 

Phase 1B of Le Squez, comprising 64 units was completed in October 2007.  25 of the resultant homes mainly 1 bedroom flats have been retained for social rented occupation with the remainder, a mix of 2, 3 and 4 bedroom houses have been sold to States Tenants under the approved deferred payment scheme.   

A new team of Architects has been appointed to take forward the master plan for the redevelopment of the remainder of Le Squez, which will be developed along Eco-homes principles.   

The second phase of the redevelopment of the low rise blocks at Le Marais got underway late in 2007; this scheme which will produce 28 No. 3 and 4 bedroom houses mainly for sale to States Tenants and 19 flats, all of which will be retained for social rented occupation is due for completion in January 2009. 

Planned refurbishment work to Journeaux Court including concrete repairs, replacement windows, new roofs and communal area improvements was completed during the summer of 2007. 

The refurbishment of 48 homes at Clos du Fort got underway late in 2007.  The scheme which will see these flats insulated and double glazed as part of an overall refurbishment should be complete by the middle of 2008.  All of the tenants will remain in residence throughout the works. 

The refurbishment of the 74 homes at The Cedars has been planned for some time now and 2008 will see this scheme commence.  The building will generally be refurbished inside and out to improve the quality of the infrastructure and the thermal and weatherproofing characteristics of the homes.  All of the tenants will remain in residence throughout the works which should be complete by the summer of 2009.
