Approval of Tourism Development Fund Grant

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

To approve a grant of £340,000 for Stage II of the Coastal Forts and Fortifications initiative.

Reason(s) for decision:

Under the terms of the Tourism Development Fund Approved Scheme grants in excess of £100,000 and up to £500,000, need the approval of the Minister.

Action required:

Kevin Lemasney to seek approval for the grant from the Finance Minister.

Approval of a Tourism Development grant for Stage II of the Coastal Forts and Fortifications initiative

The issue

In accordance with the Terms and Conditions of the Tourism Development Fund approved Scheme the Minister is being asked to approve a grant for the development of Jersey Heritage Trust managed sites.

The Facts

In 2005 The TDF Sub-Committee received an application for funding from the Jersey Heritage Trust (acting with Jersey Tourism, Public Services and Property Services) to develop a number of heritage sites into Self Catering lets. The Sub-Committee awarded the sum of £250,000 for Stage I of the project and appointed two representatives of the Sub-Committee to oversee the project.

In November 2005 the Jersey Heritage Trust submitted a request for £340,000 to carry our Stage II of the project (an additional six properties). This sum was made up of £250,000 for Stage II and on the advice of the two Tourism Development Fund representatives a further £50,000 to accelerate the programme and £40,000 to create a more attractive offer at the Radio Tower.

Conclusion

The project is developing rapidly and bookings for the 2006 visitor season are very encouraging.

As the sum of Stage I and Stage II now exceeds £500,000 a request for authorisation will be made to the Treasury Minister.

Recommendations

That the Minister authorizes the grant of £340,000 for Stage II
