Parish of St Helier Roads: Approval of proposals to install Four Zebra Crossings

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Report Title: Proposal to Install Four Zebra Crossings on Parish of St Helier Roads

Decision(s):

The Minister for Infrastructure approved the installation of 2 zebra crossings on the Parade, one at Saville Street at the junction of Clare Street and one outside Springfield School.

Reason for Decision(s):

The Parish of St. Helier had applied to the Minister for Infrastructure for the installation of the zebra crossings, which will improve opportunities for pedestrians to cross roads within the Town centre and create a safe crossing place outside Springfield School.  Under Article 69 of the Road Traffic (Jersey) Law 1956, responsibility for approving the installation of zebra crossings rests with the Minister for Infrastructure.

Resource Implications: The installation of the zebra crossings will be arranged and paid for by the Parish of St. Helier, or third parties acting on the Parish's behalf.

 

Action Required: Officers to advise the Parish of St. Helier of the Minister’s decision in writing.

Proposal to Install Four Zebra Crossings on Parish of St Helier Roads

 

 

Purpose of the Report

 

To consider a request by the Parish of St Helier to install two Zebra Crossings on The Parade, one Zebra Crossing on Saville Street, and one Zebra Crossing on Janvrin Road outside Springfield School, as required under Article 69 of the Road Traffic (Jersey) Law 1956.

 

 

 Background

 

The Parish of St Helier has applied to the Minister to introduce four zebra crossings on three roads within the Parish. Each of the crossings is to be installed on roads under the Parishes administration. The goal of these crossing is to improve pedestrian crossing opportunities within the town centre and to create a safe crossing point outside Springfield School.

 

The Parade

The Parish of St Helier have requested the Minister consider their proposal for two zebra crossings on The Parade to increase pedestrian crossing points where they have the right of way.

 

Saville Street

The Parish of St Helier have requested the Minister consider their proposal for a zebra crossing across Saville Street at the junction of Clare Street to provide a pedestrian crossing point as part of the new Cannon Street Development.

 

Janvrin Road

The Parish of St Helier have requested the Minister consider their proposal for a zebra crossing outside Springfield School.

 

 

Proposal

 

The Parade

The proposal is detailed in drawing number 1 & 2 attached.  The roads speed limit is 20mph, and the crossing is to be without beacons. The proposal is to include tactile paving, warning signs and appropriate road markings. The proposed length of zig-zag markings is shorter than standard, but the reduced length is appropriate given the proximity to and adjacent junction and roadside parking. The Minister can authorise this change of detail by approving this application.

 

Saville Street

The proposal is detailed in drawing number 3 attached. The road has a speed limit of 20mph, and the crossing is to be without beacons. The proposal is to include tactile paving, warning signs and appropriate road markings. The proposed length of zig-zag markings is shorter than standard, but the reduced length is appropriate given the proximity to and adjacent junction and roadside parking. The Minister can authorise this change of detail by approving this application.

 

Janvrin Road

The proposal is detailed in drawing number 4 attached.  The road has a speed limit of 20mph, and the crossing is to be raised with beacons. The proposal is to include tactile paving, warning signs and appropriate road markings. The proposed length of zig-zag markings is shorter than standard, but the reduced length is appropriate given the proximity of adjacent roadside parking and the junction of Byron Road. The Minister can authorise this change of detail by approving this application.

 

 

Recommendation

 

The Minister is recommended to approve the installation of these zebra crossings as shown in drawings number 1 – 4.

 

 

Reason(s) for Decision

 

This decision is required as under Article 69 of the Road Traffic (Jersey) Law 1956, only the Minister for Infrastructure can approve the installation of a zebra crossing.

 

 

 

Resource Implications

 

The installation of the zebra crossing will be arranged and paid for by the Parish of St Helier or third parties acting on their behalf.
