ROAD TRAFFIC (ST HELIER) (JERSEY) ORDER 1996 AMENDMENT
Purpose of the Report
To amend the Road Traffic (St Helier) (Jersey) Order 1996 to change the direction of roads, implement new unloading times and restrict waiting on Parish of St Helier Roads.
Background
The Parish of St Helier have trialled the closure of Gas Place to vehicles, and reversed a short section of the road to create a new gyratory system on Chevalier Road, Gas Place and Aspley Road. The closure of Gas Place between Common Lane and Chevalier Road has allowed the area to become a further pedestrian area beside the Town Park.
Following several years of commercial development along The Esplanade, the unloading facilities along the road need to be rationalised to reflect the changes that have taken place around then. The first unloading bay is that which was outside the nightclubs Coco and Kasbah, this is to have its unloading times returned to normal working hours. The other is the new unloading bay outside the IFC Building 1.
The Parish of St Helier would also like to prohibit waiting on several roads across the Parish to restrict nuisance parking and prevent vehicles from causing an obstruction.
Further to MD-T-2018-0013 which trialled significant changes to the parking and unloading restrictions on Commercial Buildings, Roseville Street and Mount Bingham; these changes have been found to improve the situation, and as such they are to be fully amended into the Order.

Gas Place: – Between David Place and Apsley Road, in an easterly direction.

The entry for Mount Bingham in Part 6 (Parking Discs – 3Hour Limit) is to be removed from the Order.
The entries for Commercial Buildings are to be removed from Part 7 (Parking Discs 6 hour limit), and Part 8 (Parking Discs – Parking of Commercial Vehicles for Business Purposes) of the Order due to the implementation of new restrictions on this road.

‘Parking of Vehicles on Roads for Loading and Unloading’
Commercial Buildings
The entry under Commercial Buildings shall list the below locations as unloading bays, the Waiting Period will be 20 minutes and the times of operation will be 5am - 6pm Monday to Saturday: -
- Between a point 26 yards south of the Tunnel to a point 37 yards further south
- Between a point 104 yards south of the Tunnel to a point 137 yards further south
- Between a point 202 yards south of the Tunnel to a point 219 yards further south
- Between a point 254 yards south of the Tunnel to a point 263 yards further south
- Between a point 292 yards south of the Tunnel to a point 305 yards further south
The Esplanade
A new unloading bay shall be entered into the Order as below:-
South Side (between a point 25 yards west of Castle Street to a point 20 yards further West)
The times of restriction shall be 5am – 6pm Monday - Saturday
Schedule 10 - Part 2
‘Parking of Vehicles on Footways or Cycle Tracks for Loading and Unloading’
The entry for the Esplanade shall have its times of use amended from 2am – 3pm, to be 5am – 6pm, Monday - Saturday.
Recommendation
The Minister is recommended to approve the request to amend the Road Traffic (St Helier) (Jersey) Order 1996.
Reason(s) for Decision
To amend the Road Traffic (St Helier) (Jersey) Order 1996 to introduce new parking and unloading arrangements across the Parish.
Action Required
Officers are to instruct the Principal Legislative Drafter to prepare an Amendment to the Order for subsequent submission to the Minister.
