CAPITAL TRANSFER FROM THE SOLID WASTE INCINERATOR 2008
CAPITAL VOTE TO THE INFRASTRUCTURE ROLLING VOTE
Purpose of Report
To request the Minister to approve a capital budget transfer of £461,090 from the Solid Waste Incinerator 2008 Capital Vote to the Infrastructure Rolling Vote to provide additional funding for the enhancement of the Electrical Infrastructure at Bellozanne.
Background
In 2008 TTS allocated a budget of £878,426 to act as a contingency should the new EFW plant at La Collette fail requiring the old incinerator at Bellozanne to be re-commissioned and additional assets acquired to bring the plant up to an operational level.
£461,090 of this budget remains following the purchase and commissioning of a mobile baler to allow waste to be baled and stored / shipped in the event of failure of the plant.
The EFW plant at La Collette is now fully operational and the budget of £461,090 is no longer required to be held as a contingency. TTS is requesting that this funding be transferred to the Infrastructure Rolling Vote for the relocation and upgrade of the electrical infrastructure at the Bellozanne site.
The current demolition of the Bellozanne EFW is not a simple building demolition as the electrical infrastructure for the entire Bellozanne site is housed in the bottom of the old EFW plant.
As such TTS needs to relocate this infrastructure to a suitable site which will enable the demolition to occur as planned and also keep the Bellozanne STW and Sludge Plant running at full capacity.
Some of the electrical infrastructure at the site is ageing and would have required replacement in the near future anyway. Opportunities are also being taken to enhance the infrastructure to provide additional resilience by integration of the generation plant to provide back-up in the event of mains failure.
Discussion
Infrastructure assets can be classified as a network or part of a network of systems and services which provide for the protection, movement, storage or channelling of people, vehicles, waste and non-waste fluids and materials, energy or information.
As such, expenditure from the infrastructure rolling vote on the relocation and housing of electrical systems would be classified under this definition.
Recommendation
That the Minister approves a budget transfer of £461,090 from the Solid Waste Incinerator 2008 Capital Vote (Q0000C2693) to the Transport and Technical Services Rolling Infrastructure Vote capital head of expenditure (Q00RL10011).
Reason for Decision
In accordance with Financial Direction 3.6 and the Public Finances (Jersey) Law 2005, the approval of the Minister for Treasury and Resources is required for any variations to heads of expenditure above £1,000,000. Authority to approve non-contentious budget transfers under £1,000,000 has been delegated to the Treasurer of the States.
Resource Implications
Solid Waste Incinerator 2008 Capital Vote (Q0000C2693) to decrease by £461,090 and the Infrastructure Rolling Vote (Q00RL10011) to increase by an identical amount. This decision does not change the amount of expenditure approved by the States.
Action Required
The Finance Director to seek approval from the Minister for Treasury and Resources and then to action the budget transfers in conjunction with the Head of Financial Performance Reporting.
