Notice of Intent to Register as a Building of Local Interest: Manor Farm, La Rue du Manoir, St Ouen.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

This report has been prepared by the Jersey Heritage Trust as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the registration of historic buildings and sites. 

The Planning and Environment Department requested on 5 February 2008 that the Jersey Heritage Trust assess the architectural, historical and other interests of Manor Farm ahead of discussions with the Ministerial Registration and Listing Advisory Group.

Relevant interests of the site (also see assessment form)  

Manor Farm (previously called Manoir de St Ouen) was built in the 1870s for Edward Charles Malet de Carteret. 

The farmhouse incorporates elements influenced by vernacular design such as an arched doorway with carved heraldic shield and raised stone verges to the roof, combined with late C19 features such as a façade of irregularly placed squared granite and a slate roof with ornamental ridge tiles. There is a garden with boundary walls and gates to the front of the house.  

The rear of the house forms one side of a courtyard of rubble granite outbuildings including a carriage house with wide arched doorway, a combination building and pigsties.    

Advice received (MRLAG or others)  

MRLAG discussed the property at its meeting on 25 February 2008. Members agreed that the farmstead retains its historic character, is of historical and architectural interest and should be added to the Register as a BLI.

Manor Farm retains its historic character, is of historical and architectural interest and should be added to the Register as a BLI.   

Justification relating to criteria  

The registration of Manor Farm as a BLI is in accordance with the published selection criteria that states that, “buildings included in the Register are those which retain their historic form and detail, and so make a significant and positive contribution to the architectural and historical character and appearance of Jersey”.
