Jersey College for Girls school fees - 4.2% increase

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

The Minister approved the 4.2 percent increase in Jersey College for Girls school fees with effect from the start of the 2010/11 academic year.

Reason(s) for Decision:

Financial Direction 4.1, Increases in States Fees and Charges requires Anti Inflation Strategy P125/2000 to be followed stating charges should be limited to an increase of 2.5 percent per year with any exceptions subject to prior approval by the Minister for Treasury and Resources.

Resource Implications:

Jersey College for Girls revenue is forecast to increase by approximately £140,000 for the 2010/2011 academic year.

1.      Purpose of Report

To enable the Treasurer to approve the Minister for Education, Sport and Culture’s request to increase Jersey College for Girls school fees by 4.2 percent.  
 

2.      Background

Article 13A of the Education (Jersey) 1999 Law requires that each year, subject to Committee approval, the governing bodies of Jersey College for Girls sets the fees for the provision of education within the school. 

A letter from the Chairman of the Board of Governors dated 1 December 2009 presented the case for the increase in fees including that fee proposals are based on cumulative budget reduction from 2011 agreed as part of the 2010 Annual Business Plan Process. 
 

3.      Proposal

The Minister for Education, Sport and Culture has approved the school Governing Body’s recommendation for the following fee increases and now seeks approval from the Treasury:- 

 
 

If approved the new fee level will take effect from the start of the 2010/11 academic year. 

4.     Recommendation

For the Treasurer to approve the 4.2 percent increase in Jersey College for Girls school fees, based on the School Governing Body’s recommendation, with effect from the start of the 2010/11 academic year. 
 

5.     Reason for Decision
