Midvale Road Car Park: Temporary suspension of 14 spaces

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

TEMPORARY CLOSURE OF PARKING SPACES IN MIDVALE ROAD CAR PARK FOR SITE COMPOUND 2022

 

Purpose of the Report

 

To request the temporary closure of car parking spaces in Midvale Road Car Park from Monday 21st February 2022 to Friday 29th April 2022 for a Site compound and temporary Resident’s parking area, in association with the Road Realignment Project in Midvale Road.

 

Discussion

 

A request has been received from Government of Jersey Transport Projects, for the suspension of 10 spaces to create a site compound and a further 4 spaces for temporary Residents Permit parking in Midvale Road car park

 

The works will be carried out by Geomarine on behalf of Government of Jersey. Risk assessments and Method statements will be prepared to manage site risks and hazards

 

The 10 suspended car park spaces for the site compound will have safety fencing in place and will be used for site office and welfare facilities. The 4 Temporary Resident Permit parking spaces will be individually signed.

 

The 4 Resident parking spaces are to enable residents who have private parking some where to park while they have no access to their property’s due to the road works.

 

The loss of parking in Midvale road Car Park during the period will have a small effect on overnight parking but Minden Place car park can facilitate this.

 

 

Recommendations

 

The Minister is recommended to approve the closure of 14 car parking spaces at Midvale Road Car Park from Monday 21st February 2022 to Friday 29th April 2022 for the site compound and resident parking area.

To enable the temporary closure of 14 spaces in Midvale Road Car Park from Monday 21st February 2021 to Friday 29th April 2022 to facilitate the site compound and Resident parking area.

 

 

Resource implication

 

All costs met by Government of Jersey Transports Projects.

 

 

 

 

 

Action Required

 

Officers to ensure suitable signage is placed at Midvale Road Car Park in advance of the closure advising of this.
