La Route des Genets, St. Brelade: Installation of Pedestrian Refuge Island

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

PEDESTRIAN REFUGE ISLAND ON LA ROUTE DES GENETS EAST OF THE

 

JUNCTION WITH LA PETITE ROUTE DES MIELLES

 

 

Purpose of the Report

 

To request the Minister to approve the installation of a pedestrian refuge island on La Route des Genets east of the junction with La Petite Route des Mielles.

 

 

Background

 

The Government of Jersey Strategic Plan aims include the objective of improving Islanders’ wellbeing and mental and physical health by removing barriers to using sustainable transport by providing improved footpaths, road crossings and other similar infrastructure in line with the STP.

 

Growth, Housing and Environment have been allocated funding specifically to implement these infrastructure improvements.

 

 

Discussion

 

Road safety requests have been received by the Department regarding crossing Route des Genets from the bus stops to Silver Springs and to access Mont Nicolle School.

 

A topographical survey has been carried out which determined there is available road space that could be re-allocated for pedestrian use. This will include using a piece of land which is within the road layout to form a southern buildout to facilitate a footway from which to cross the road.

 

There are Bus Stops in both directions in the vicinity of the proposed refuge.

 

A refuge island can be expected to significantly help pedestrians cross Route des Genets in this location.

 

 

Conclusion

 

A pedestrian refuge island is the correct infrastructure for this location to help pedestrians cross the road without significantly hindering traffic flows.

 

 

Recommendation

 

The Minister is recommended to approve the installation of a pedestrian refuge Island on Route des Genets east of the junction with La Petite Route des Mielles.

Resource Implications

 

The cost of the scheme is to be funded as part of the Department’s Sustainable Transport and Road Safety Schemes programme.
