Jersey Teachers' Superannuation Fund Board of Management: Appointment

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Jersey Teachers’ Superannuation Fund - Membership of the Management Board until 31st December 2018.

 

Decision(s): The Minister for Treasury and Resources approved Mr Gerald White as a nominee to the Jersey Teachers’ Superannuation Fund Management Board to act as a representative for the Employer’s side until 31st December 2018.

 

Reason(s) for Decision:  Article 3 of the Teachers’ Superannuation Fund (Administration) (Jersey) Order 2007 gives the Minister for Treasury and Resources the power to recommend to the Chief Minister two representatives to the Board of Management to act for the Employer’s side.

 

Mr White is recommended to the Chief Minister by the Minister for Treasury and Resources and will be replacing Mr Robin Harris who recently retired after nearly nine years’ service.     

 

Resource Implications: There are no resource implications arising from this appointment.

Action required: The Head of Decision Support – Treasury to advise the Projects Director – Pensions of the decision of the Minister for Treasury and Resources.

JERSEY TEACHERS’ SUPERANNUATION FUND (JTSF) – MEMBERSHIP OF THE MANAGEMENT BOARD

 

 

 

  1. Purpose of Report

To request that the Treasury Minister approves Mr Gerald White as a nominee to the Jersey Teachers’ Superannuation Fund (JTSF) Management Board to act as a representative for the Employer’s side until 31st December 2018.

 

 

  1. Background

 

A recruitment process was recently carried out for an employer representative on the Jersey Teachers’ Superannuation Scheme Management Board, which is an honorary position.

 

Following an advertisement in the local media, four candidates were interviewed in line with the Jersey Appointments Commission Code of Practice for Appointments to Autonomous and Quasi-Autonomous Public Bodies and Tribunals. 

 

The candidates were provided with copies of the Schemes’ most recent annual report and assessed on the following:

 

  • Business Skills – strategic planning, board level experience, commercial and public sector experience, voluntary and partnership working.
  • Financial Skills – banking/financial management, pensions background, investments experience, audit experience and accounting experience
  • Governance Skills – regulatory experience, legal experience, monitoring and evaluation experience
  • Trustee Skills – trustee experience, actuarial experience, conflict resolution, sound judgement, constructive debate and communication skills.

 

The Jersey Teachers’ Superannuation Scheme Management Board comprises of 6 employer and 6 employee representatives. The vacancy was the result of one resignation, Mr Robin Harris who had served on the board for a considerable period of time.

 

The panel decided to offer the vacant position on the JTSF Board to Mr Gerald White who has confirmed that, subject to SEB approval, he would be delighted to accept.

 

 

  1. Recommendation

The Treasury Minister is recommended to approve Mr Gerald White as a nominee to the Jersey Teachers’ Superannuation Fund Management Board to act as a representative for the Employer’s side until 31st December 2018.
