ROAD TRAFFIC (ST MARTIN) (JERSEY) ORDER 1989 - AMENDMENTS
Purpose of the Report
To improve the traffic management in the Parish of St Martin
Background
On 07 March 2008 the Minister for Transport and Technical Services approved an Amendment to the above Order to prohibit waiting on the north side of Beach Road, and a small section of New Road. At that time the Minister also rejected a request from the Parish with regard to La Rue du Moulin.
Discussion
For many years La Rue du Moulin has been subject to a “one way” restriction, from Le Grande Cotil to the La Route Le Brun junction, and many motorists have illegally accessed St Catherines Woods from La Route Le Brun against the one way restriction. The Parish request that this small section of La Rue du Moulin be made “two way” to allow legal access to St Catherines Woods.
The Minister approved this request in principal, however he rejected a further request from the Parish that vehicles should only be permitted to enter La Rue du Moulin from La Route Le Brun, and vehicles approaching along La Mont de la Mare St Catherine should not be permitted to turn left into La Route du Moulin, and vehicles approaching along La Route de St Catherine should not be permitted to turn right into La Rue du Moulin.
Following discussions between the Minister and the Parish Secretary it was agreed to allow two way traffic on a section of La Rue du Moulin to access St Catherines Woods, but from all directions.
In addition the Parish have now requested two further minor amendments to the Order as follows:-
1. Extend the prohibition of waiting on La Rue de la Croix au Maitre on both sides, in a westerly direction, from its current limit near the school to the western boundary of the school playing field.
The Parish consider that it has become unnecessary for vehicles to wait on this road due to the completion of the new car park opposite the school, and the request is to ease traffic congestion, and increase safety for pupils crossing the road.
2. Include in the Order the currently marked 6 feet 6 inches width restriction on Les Ruettes.
Although a 6 feet 6 inches width restriction has been marked on Les Ruettes for many years, the Parish have recently noted that the restriction is not scheduled in the Road Traffic (St Martin) (Jersey) Order 1989. Due to the narrow nature of this parish road it is requested that the restriction be scheduled in the Order.
The Minister is requested to approve the attached Road Traffic (St Martin) (Amendment No 9) (Jersey) Order 2008, with regard to the above items, to be included in the Road Traffic (St Martin) (Jersey) Order 1989.
Recommendation
The Minister is requested to approve the Amendment to be effective from seven days after the Order is made.
Reason (s) for Decision
- To prohibit waiting on the north side of Beach Road and a small section of New Road
- Make a section of La Rue du Moulin “two way” to allow access to St Catherines Woods from the La Route Le Brun junction.
- Extend the prohibition of waiting on both sides of La Rue de la Croix au Maitre in a westerly direction to the western boundary of the school playing field.
- Include the currently marked 6 feet 6 inches width restriction on Les Ruettes in the Road Traffic (St Martin) (Jersey) Order 1989.
