Transport and Technical services capital budget transfers
1. Purpose of Report
1.1. To agree the transfer of budgets between capital projects of the Transport and Technical Services Department.
2. Background
2.1. Financial Direction No. 3.6 ‘Variations to Heads of Expenditure’ sets out the procedures for the transfers between capital heads of expenditure and states that capital transfers in excess of £100,000 require the approval of the Treasury and Resources Minister and the relevant Minister party to the transfer.
2.2. Approval has been received from the Transport and Technical Services (T&TS) Minister and the Treasury and Resources Minister is now being asked to approve the transfers.
3. Comments
3.1. Infrastructure Maintenance Vote (£4.5 million)
In 2007 T&TS has received a single allocation for Infrastructure Maintenance which will be used to fund Highways, Sea Defences and Sewer (including odour control) projects.
It has decided to allocate this vote as follows:

3.2. Minor Capital
T&TS was tasked by the States with fitting out the Transportation Centre Building which will be used by the Bus Operator.
The estimated cost of fitting out the Centre is £631,700 of which T&TS has currently ‘ring-fenced’ £231,700. It is requested that the balance required of £400,000 is funded from the Department’s minor capital allocations for 2007 (£350,000) and 2006 (£50,000).
3.3. Unspent balances from completed capital projects
T&TS is requesting that the following capital projects be closed and the unspent balances be used to fund other projects shown below.

4. Recommendation
4.1. It is recommended that the Minister agrees to the transfer of budgets between capital projects of the Transport and Technical Services Department as detailed above.
5. Reason for Decision
5.1. The Transport and Technical Services Minister has requested the capital budget transfers detailed in this report. Financial direction 3.6 requires certain budget transfers to be approved by the Treasury and Resources Minister.
