Jersey College for Girls and Jersey College Preparatory: Fee Increases for the academic year 2021-2022

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: 

Jersey College for Girls (“JCG”) and Jersey College Preparatory (“JCP”) - Approval of fees for the academic year 2021-2022.

Decision(s): 

The Minister approved the fees to be increased from 1 Sept 2021 for the 2021-22 academic year, as proposed by the governing body of JCG (£2,198 per term) and JCP (£2,153 per term), an increase of 6.7% and 8.2% respectively. The Minister approved the use of additional income in 2021.

Reason(s) for Decision:  

To meet the requirements of the Public Finances Manual that increases above 2.5% require the explicit approval of the Minister for Treasury and Resources in order to comply with the Anti-Inflation Strategy.

 

Article 21 of the Public Finances (Jersey) Law 2019 states that if, during a financial year, the Minister is satisfied that the income of a States funded body or area of operation is likely to exceed the estimate for that income, the Minister may authorise the withdrawal of that excess amount from the Consolidated Fund during that year. 

Resource Implications:  

The fee increase for JCG is forecast to result in additional income of £99,000 in 2021 and £298,000 recurringly from  2022 (based on an indicative fee increase of 6.7% for the academic year 2021-2022). The fee increase for JCP is forecast to result in additional income of circa £28,000 in 2021 and £83,000 recurringly from  2022 (based on an indicative fee increase of 8.2% for the academic year 2021-2022). Expenditure budgets will be increased by equivalent sums.

Action required:  

Head of Financial Governance to advise the Head of Finance Business Partnering once this decision has been approved.
