15 and 16 Weighbridge Place, St Helier
Purpose of the Report
To enable the Minister to determine the status of 15 and 16 Weighbridge Place, St Helier on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey.
Background and discussion
The Minister previously considered a report on the matter prepared by Jersey Heritage dated 15 February 2010 (at appendix 1). It is relevant to note that in that report, Jersey Heritage, acting as the Minister’s professional advisors, recommended that 15 Weighbridge Place, St Helier was worthy of retention as a BLI but that 16 Weighbridge Place, St Helier was not. This view differed from the Minister’s advisory group (MRLAG) which was of the view that both 15 and 16 were worthy of retention on the Register as BLIs (7:2 in favour).
Having considered the matter, the Minister determined that both 15 and 16 Weighbridge Place, St Helier were of sufficient interest to warrant their retention in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as Buildings of Local Interest. Notices of the Minister’s intent were served to provide an opportunity for representations to be made.
A representation has been received dated 07 April 2010 (appendix 2). The representation essentially states that 16 Weighbridge Place, St Helier does meet the criteria for registration and cites expert opinion provided by the building owner’s agents (MSPlanning) and the report of Jersey Heritage. The representation also seeks to set out some of the building owner’s aspirations fore the development of the site – these are not at all material to the Minister’s consideration as to whether the building is of historic or architectural interest and are not material to any decision that the Minister might make as to the building’s status on the register.
Legal and resource implications
The inclusion of buildings and places in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey is consistent with the purposes of the Planning and Building (Jersey) Law 2002.
Recommendation
The Jersey Heritage recommendation of Jersey Heritage is to;
1. maintain 15 Weighbridge Place, St Helier as a Building of Local Interest in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey;
2. remove 16 Weighbridge Place, St Helier as a Building of Local Interest in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey.
Reason(s) for Recommendation
The particular interest of 15 Weighbridge Place, St Helier, as identified and described in the report and relative to the published criteria for selection, justifies its inclusion on Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as a Building of Local Interest whereas the particular interest of 16 Weighbridge Place, St Helier does not.
