STATES MEMBERS PARKING ALLOCATION
Purpose of the Report
To seek approval from the Minister – Transport and Technical Services for the current and future allocation of reserved spaces for States Members.
Background
At the end of 2005 the previous Environment and Public Services Committee reviewed the allocation of dedicated States Members spaces in Snow Hill car park and Sand Street multi storey car park. With the election of a number of new Members, the allocation of spaces was prioritised by seniority within the States in accordance with the States Greffe schedule – Senators, Connétables, Deputies.
As a result of this prioritisation, two States Deputies, who felt that by length of service, they had seniority within the States, complained about the allocation to the new Members. As a result of this complaint, the Minister and Assistant Minister undertook a further review of the method for allocation and agreed that the Privileges and Procedures Committee would be consulted on this matter.
The response from the Privileges and Procedures Committee (letter attached) indicated that they were content with the current allocation as long as the Minister for Transport and Technical Services was in a position to consider a specific application from Members who may have individual circumstances requiring their allocation to be different from that originally agreed. The Privileges and Procedures Committee also felt that in future, the allocation of space should be by length of service and not as laid down by the States Greffe.
As a result of this advice, the Minister and Assistant Minister agreed that the two States Members in question should be allocated on an “individual needs basis” a parking permit that will allow them to park in any public space in any car park for an unlimited time whilst on States business. This permit excludes parking in the dedicated States Members spaces on States sitting days.
In addition, the Minister and Assistant Minister agreed that any new Members entering the States during this present three year term of office would be allocated space in Pier Road multi storey car park.
Recommendation
The Minister for Transport and Technical Services is recommended to:
Agree that the two Members who put forward an individual needs case should be allocated a permit for use in any public car park space covering all public car parks for an unlimited period of time. This permit does not allow the use of States Members reserved spaces on States sitting days.
Agree that in future, the allocation of dedicated spaces for States Members will be in accordance with the recommendation from the Privileges and Procedures Committee in that it should be based on length of service.

To confirm the future allocation of spaces for States Members.
Action Required
Notify the Privileges and Procedures Committee of the decision.
