AMENDMENT TO ROAD TRAFFIC (PUBLIC PARKING PLACES) (JERSEY)
ORDER 2006
Purpose of the Report
To lease part of Red Houses Upper Car Park in St Brelade to Waitrose and change the maximum stay period to 1 hour with a requirement to display an arrival time using a valid parking disc.
Background
At peak times the existing Waitrose car park is insufficient to cope with the volume of traffic it experiences and this has an effect on Route Orange in St Brelade. Representatives of Waitrose have approached Transport and Technical Services regarding the Red Houses Upper Car Park.
Following discussions between Transport and Technical Services, the Parish of St Brelade and representatives of Waitrose, an agreement has been reached to lease part of the Red Houses Upper Car Park to Waitrose so this can change from a chargeable area to free disc parking. A similar arrangement already exists between Transport and Technical Services and the Channel Islands Co-Operative Society for the Red Houses Lower Car Park.
Seven spaces will remain chargeable using either paycard or season ticket in the Red Houses Upper Car Park whilst the remainder will change to free disc parking. The Parish of St Brelade supports this arrangement.
In order to facilitate policing of these areas it is recommended that Red Houses Upper Car Park be split into 2 separate car parks – Red Houses Upper North and Red Houses Upper South Car Parks in the Road Traffic (Public Parking Places) (Jersey) Order 2006 with appropriate entries in the relevant schedules.
It is hoped to implement the changes by 01December 2014 as the Parish of St Brelade have indicated that traffic problems in the period leading up to Christmas is worse than other times during the year.
Discussion
Officers would support the change of maximum stay period in part of Red Houses Upper Car Park to a maximum stay of 1 hour and the subsequent leasing of this part to Waitrose. The policing, enforcement and administration of this would still be carried out by Transport and Technical Services Department. Revenue to the Car Park Trading Fund would be maintained through rental received from Waitrose under the terms of the lease which would be prepared by Jersey Property Holdings.
The Road Traffic (Public Parking Places) (Jersey) Order 2006 is administered by Transport and Technical Services.
Recommendations
The Minister is recommended to approve part of Red Houses Upper Car Park being leased to Waitrose and the subsequent change to the maximum stay period and to request Officers to instruct the Law Draftsman to prepare an Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006 to incorporate this.

To enable the lease of part of Red Houses Upper Car Park in St Brelade to Waitrose and the subsequent change of the maximum stay period to 1 hour in the leased area.
