Community Safety Fund: Award of Grants

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s): Subject to funds being available, the Minister approved grants of £9,513 to Christians Together in Jersey Housing Trust to install speed humps at Le Benefice Estate and £6,719 to the Road Safety Panel to distribute 1,000 reflective strips and front and rear lamps to pedestrians and cyclists.

Reason(s) for Decision: To support community safety initiatives.

Resource Implications:  Following approval of these grants and if the Minister for Treasury and Resources confirms the sum remaining in the Fund at the end of 2009 can be carried forward, £25,509 will remain in the Fund.

Action required:  Subject to the Minister for Treasury and Resources agreeing the carry forward from 2009, the sums to be disbursed to the relevant organisation.

TRANSPORT AND TECHNICAL SERVICES  

COMMUNITY SAFETY FUND – AWARD OF GRANTS  
 

Purpose of the Report  

To consider recent applications for grants from the Community Safety Fund.  
 

Background  

Arrangements for considering applications for and awarding grants from the Community Safety Fund, for small but important initiatives, have previously been approved under MD-T-2007-0058, MD-T-2007-0112 and MD-T-2009-0069.   

The criteria approved for considering applications and awarding grants are:- 

·     The proposal should be beneficial to the community at large;

·     For one off items of expenditure directly related to community safety;

·     Island based;

·     For proposals that would significantly enhance or raise awareness on community safety and for which there is no or insufficient public funding;

·     A maximum interim award of £20,000 per project.

Le Benefice Estate Road Humps 

Le Benefice Estate in Les Marais, St. Clement comprises of 73 three and four bedroom houses full of families with young children.  The residents have major concerns about the safety of children who live and play on the estate from speeding cars on the road that runs through the estate.  It is claimed that a child has been knocked down by a car although the child was not injured on this occasion.  The proposal is to place table top tarmac speed humps over the eight existing rumble strips.  The management agents have confirmed that planning approval is not required for the proposal and the emergency services have no objections to the road humps. 

The Christians Together in Jersey Housing Trust is seeking £9,513 to install the speed humps and associated road markings. 

Road Safety Panel 

During the hours of darkness, many pedestrians walk and cyclists ride wearing dark clothing and without lights.  The Road Safety Panel wishes to purchase and distribute free bike lights and reflective arm bands to cyclists and pedestrians as part of a “be seen” safety campaign. 

The sum of £6,719 will allow 1,000 reflective strips and front and rear lamps to be distributed. 

The applications meet the criteria and sufficient funds remain available in the Community Safety Fund. 
 

Recommendation 

The Minister is recommended to award a grant of £9,513 to Christians Together in Jersey Housing Trust to install speed humps at Le Benefice Estate and £6,719 to the Road Safety Panel to distribute 1,000 reflective strips and front and rear lamps to pedestrians and cyclists.

To support community safety initiatives.  
 

Action Required
