Tourism Development Fund (TDF) Grant - Zest: Jersey's Hospitality Festival

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Tourism Development Fund (TDF) Grant - Zest: Jersey’s Hospitality Festival

Decision(s):

The Minister approved the award of a grant not exceeding £5,000 from the unallocated balance of the TDF to the Jersey Hospitality Association to support Zest – Jersey’s Hospitality Festival.

Reason(s) for Decision:

The JHA approached the Department for support to ensure that Zest achieves its aim of showcasing the hospitality industry to local residents and visitors. Having consulted officers, the Chairman of the TDF Advisory Panel and the Chief Executive of Visit Jersey, the Minister decided to support the JHA with a grant from the unallocated balance of the TDF.    

Resource Implications:

The TDF has a small amount of unallocated residual funds that will provide the grant. The balance of the Fund is insufficient to warrant publicly opening the Fund to any new applications.

Action required:

The Director is requested to offer a Grant of (up to) £5,000 to the Jersey Hospitality Association from the TDF.

Tourism Development Fund (TDF) Grant - Zest: Jersey's Hospitality Festival

 

Brief:

We aim to provide a unique experience, showcasing not only the incredible variety and quality of hospitality businesses on the island, but also the talent and skills which make this such a vibrant industry.

 

Aim:

To raise the local profile of the hospitality industry to the island and those visiting. To exhibit the incredible diversity of our trade, the skills required to work in it, and the high level we offer on island to both residents and those travelling here.

 

Delivery:

This event has a three pronged attack.

 

Firstly the Education Hub at Highlands College aims to put on 20 events and workshops over 3 days, involving students from across the island.

 

Secondly the Central Hub that aims to showcase the high level of skills the industry utilises, this will be achieved through workshops, displays and public involved events. The workshops and displays are being done to not only upskill the local workforce, but also display what high level skills our industry requires. All events and workshops etc at the Central Hub are open to everyone. The evening events will involve cocktail competitions, Ready, Steady, Cook events and a Great Jersey Menu.

 

Thirdly we will be signing up local hospitality businesses to take part in the event. This can be in a variety of ways, through special dishes or cocktails, set menus, signature events or even on site masterclasses. The idea is for the venue to showcase their own perspective of exceptional hospitality. We will also be include attractions, heritage sites and tour guides to provide an insight into all things local.

 

Audience:

The event is aimed at several demographics. The Education Hub is at students. The Central Hub is at hospitality staff, the public, and very importantly at visitors to see what the island has on offer. The venues will aim at the public, but most importantly at the visitors who will get the opportunity to see the hospitality industry at its peak.

 

Requirements:

We need to secure an additional one off £5,000 for the event to allow it to go ahead as proof of concept. This money would allow us to operate the event efficiently and properly, as well as provide a platform for those not on island to know more about what we are trying to achieve, and enjoy it fully when here. This event will be a vital showcase for Jersey’s hospitality sector. The aim is to prove the concept so the event becomes an annual event growing year on year. The long term ambition is that the event becomes a feature in the sector’s calendar in the UK (Jersey’s largest market).  

 

 

Partners:

The primary partners of the event are Skills Jersey, Highlands College and the JHA. We also have support from Digital Jersey, Jersey Finance, Visit Jersey, Caring Cooks, Easenmyne, Jersey Dairy, Jersey Construction Council and Jersey Retail Association. We have also had support for the event by His Excellency, Lieutenant Governor Air Chief Marshal Sir Stephen Dalton who has expressed his delight at such an event being put on, and has conveyed his ability to be part of the event too.

 

Ambition:

The aim of the event is for it to be an annual one, growing year on year. The best example of this would be the Gastronomique festival in Rennes, that has grown from a small offering to one that attracts a multitude of professionals and public from all over France and further to enjoy what takes place. We aim to grow the festival to include a cook book each year, that contains recipes from all the participating venues and would provide Jersey’s first island wide cook book showing the diversity of the islands venues. The festival will become self-funding after the first year through sponsorship and initiatives such as the cook book.

Wednesday 3rd April – Launch night with partners of the event and key stakeholders

 

Thursday 4th April – Drinks focused day – Uk drinks guru, Myles Cunliffe, will be hosting a number of workshops and events through the day, to include: Craft Beer, distillation, Gin-Stitution, advanced cocktail methods, how to showcase/compete and also a cocktail competition with Jersey’s top bartenders

 

Friday 5th April – Food speciality to include: an Olympian butcher, fishmonger, pastry, and several other high skilled worksets, and concluded in the evening by a Ready, Steady, Cook style event to involve the public

 

Saturday 6th April – Public food day – to include healthy eating, foraging with local experts and how to cook it, bakery and bread and more. The day will finish with a Great Jersey Menu to conclude the festival.

 

 

 

Cost breakdown:

The Education Hub, we have managed to sort out costs for through sponsorship and assistance from the population office as this area focuses on upskilling students.

The Central Hub, and implementation of the venues taking part, the key attractor to locals and tourists still needs some assistance. Myles Cunliffe will be £1000 including fees, travel and expenses, and in return will raise the level of Jersey’s bartenders significantly, providing a much better experience for those visiting outlets. The set up at the central hub, as well as videoing the events to use in future promotion, as well as training for local staff will cost in the region of £2000 (final costs to come in). Finally we have the signage for the event (approx. £600) to get people into venues and see the event, and stock for the displays and competitions (approximately £1,400). While these figures are approximate, they should be fairly accurate as the costs of running an event which simultaneously promotes the upskilling of local trade, the local venues to showcase their premium offerings, an attraction to visitors who enjoy exceptional food and drink offerings and an increase in PR for the hospitality industry. It should be keenly noted that this is also the first event that has encouraged this volume of key organisations on island to join forces for such a worthwhile cause.
