Le Squez Housing Phase 2 - Naming of Development

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

LE SQUEZ PHASE 2 DEVELOPMENT – CONFIRMATION OF NAME OF COMPLETED HOMES

 

BACKGROUND

 

The redevelopment of Le Squez Phase 2 is presently underway and is due to complete in two sub phases; the first 49 homes due to complete in October 2011, and the second 11 homes to be completed in May 2012. A third phase which is presently in the process of redesign will likely commence at the beginning of 2012 subject to available funding.

 

It is proposed that all of the new homes (84 in total) will be retained for social rented use.

 

The new homes need to be given names and identifying numbers in order that postal addresses can be confirmed, road and property signage can be ordered and other ancillary matters particularly in respect of utilities dealt with at an early stage. The previous phases of redevelopment at Samares including the Le Marais low rise redevelopment and the earlier phases of Le Squez have all adopted a theme of naming the new homes after offshore reefs, the majority of which have been off of the south and east coasts of the island. It is proposed that the theme be continued in respect of Phase 2 and the attached site plan sets out the proposals to name the homes after two reef outcrops, Les Burons and Les Anquetils. The new homes would therefore be named:-

 

Phase 2a - 13 Houses and 7 flats to be 1 – 20 Les Burons

 

Phase 2a – 29 Flats to be 1 – 29 Les Burons Court

 

Phase 2b – 11 Houses to be 1 – 11 Les Anquetils

 

Phase 2c – 3 Houses to be 12 – 14 Les Anquetils

 

Phase 2c – 21 Flats to be 1 – 21 Les Petites Anquetils

 

RECOMMENDATIONS

 

That the Minister approve the naming of the homes to be created as part of the Phase 2 Le Squez redevelopment as set out above.
