Integrated Care Record Project - transfer of budgets between capital and revenue

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:

Decision(s):

The Minister approved the transfer of £1,200,000 from the capital project ICR – Project to the revenue allocation for the replacement of the ICR systems.

 

Reason(s) for Decision:

The reallocation between the capital budget for the Integrated Care Record Project and the revenue allocation for this project is necessary to allow the Health and Social Services department to follow the requirements of the States of Jersey Capital Accounting Manual.

 

Resource Implications:

The proposal will result in the transfer of a part of the capital budget for the ICR project to the revenue budget for the ICR project.  There are no other resource implications.

 

Action required:

A copy of the Ministerial Decision and the report are to be sent to the Treasury for the approval of the Minister Treasury and Resources.  The Treasury will be required to process the budget transfers as approved.

TRANSFER OF ICR BUdget

 

  1. Purpose of Report

The purpose of this report is to request the Minister to approve the transfer between capital and revenue budgets with the Health and Social Services Department to match the expenditure profile on the Integrated Care Record project.

 

  1. Background

The original budget for the replacement of the major IT systems in the General Hospital (the ICR Project) was £12,000,000 as a capital project.  To meet the revised accounting requirements of the States of Jersey the preliminary expenditure was transferred to completed works in 2008 and part has been capitalised as assets on the departmental asset register.  The initial allocation between capital and revenue expenditure was undertaken at an early stage in the project, as the project has progressed a more detailed analysis of the expenditure incurred has been undertaken to support the capitalisation of the appropriate elements of the project in accordance with the States of Jersey Capital Accounting Manual; a budget transfer is now necessary to align the total budget to the expenditure profile.

A detailed analysis of the costs incurred and the forecast expenditure indicate that it is necessary to reallocate part of the existing capital budget to fund the revenue part of the project.  The forecast expenditure to the end of 2010 is as follows:

  1. Recommendation

  1. Reason for Decision

The transfer between capital and revenue for the ICR project is required to ensure that the budget allocation matches the profile of expenditure and that the department can comply with the requirements of the States of Jersey capital accounting manual.
