Provision of Neutropenic Rooms.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Provision of Neutropenic Rooms - Approval to use Trust Funds

1. Background

1.1 For many years the Oncology Department has expressed concerns at the lack of adequate facilities to care for neutropenic patients. Neutropenic patients are usually patients who have been treated for cancer and as a result of chemotherapy have little or no resistance to infection.

1.2 Although infection control facilities have existed on Bartlett Ward, these rooms are also used for patients with MRSA and other infectious diseases and have not been available to neutropenic patients.

2. Present

2.1 As part of the planned upgrade to the existing Private Wing, it has been agreed that two rooms on Sorel Ward and two rooms on Rozel Ward should be fitted out for use by neutropenic patients.

2.2 The general upgrade of the rooms is being funded out of revenue budgets however, it is proposed to use gift funds to cover the cost of the additional work that is specifically for neutropenic patients: -

2.4 Ministerial approval is required for the use of gift funds and all of the above are suitable for expenditure for this purpose.

2.5 The rooms are being designed so that when not used by neutropenic patients they can be used by either infectious patients or ordinary patients.

2.6 The revenue and staff implications for this project are covered by Health and Social Services existing resources.

3. Recommendation

The Minister for Health and Social Services is recommended to approve the expenditure of £177,000 of gift funds as detailed in this report.
