La Route du Carrefour a Cendre and Les Chenolles: Stop Sign

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  The provision of a Stop sign island to improve the definition of the junction of La Route Carrefour à Cendre and Les Chenolles.

 

Decision(s):   The Minister approved the installation of a Stop sign island at the junction of La Route du Carrefour á Cendre and Les Chenolles under Article 3 of the Highway Encroachments (Jersey) Regulations 1957.

 

Reason(s) for Decision:  To improve the junction of La Route du Carrefour á Cendre and Les Chenolles.

 

Resource Implications:  The Stop sign island and additional hatching will be installed by TTS staff funded from an existing budget for highway safety improvements.

 

Action required:  Assistant Engineer to procure and arrange installation of the proposed stop sign island.

STOP SIGN ISLAND AT THE JUNCTION OF LA ROUTE DU CARREFOUR

 

Á CENDRE AND LES CHENOLLES

 

 

Purpose of Report

 

To improve the definition of the junction of La Route du Carrefour á Cendre and Les Chenolles in the Parish of St Peter.

 

 

Background

 

The Department has received a number of requests from residents living in the area asking for improvements to the junction. The Parish Deputy has also met with the Minister and offices to discuss the issue.

 

 

Discussion

 

The Department has been aware of a desire among residents in the area for improvements to the junction lay-out.  At present, the junction is wide and vehicles are tempted to enter the junction too quickly. The existing stop sign on the southern leg of the junction is located in the verge and at certain times of the year is hidden behind vegetation.

 

By introducing a stop sign island the layout and definition of the junction will be improved, the STOP sign will be clearly seen at all times and by including new road hatchings on the south east corner will give the perception of reducing  available road space, slowing vehicles down.

 

The Minister may place such islands on the highway under Article 3 of the Highway Encroachments (Jersey) Regulations 1957.

 

The Connétable of the Parish of St Peter has been formally consulted with and supports the proposals.

 

 

Conclusion

 

The stop sign island can be accommodated within the existing road space at this location.

 

 

Recommendation

 

The Minister is recommended to approve the installation of a stop sign island at the junction of La Route du Carrefour á Cendre and Les Chenolles.
